Discussion of the paper of H! M. CHANCE, presented at the Pittsburgh meeting, October, 1914, and printed in Bulletin No. 91, July, 1914, pp. 1461 to 1466. R. V. Norris, Wilkes-Barre, Pa.-In his resume of coal-taxation methods Mr. Chance has apparently confined his investigation to bituminous coal, so a summary of the anthracite situation as to coal assessment should be of interest. The anthracite region of Pennsylvania in its 484 square miles of measures lies in the counties of Wayne, Lackawanna, Luzerne, Carbon, Schuylkill, Northumberland, and Dauphin, and in each of these different methods of assessment have been adopted. The assessments for taxation in Pennsylvania are made under Acts of the Legislatures of 1841 and 1842, under which the assessors are re¬quired to "assess rate and value every subject of taxation according to the actual value thereof, and at such rates and prices as the same would bring at a bona fide sale after due notice." Under this general law coal land has been assessed as such, but up to about 25 years ago the coal was assessed at rates so low as to be unimportant, though the rates in each township and municipality, even in the same county, showed no agreement or ascertainable basis. In the late '80s, the need for greater revenue drew attention to the possibilities of collecting much larger taxes from the coal lands and, spurred by public demand, the assessing authorities in some counties undertook a reassessment of coal. The method pursued was to demand from each owner a statement of the area and average remaining thickness of coal on his lands. On this return, made in some cases under oath, an assessment based on foot-acreage was levied, with a resulting great increase in valuation, but the valuation per foot-acre was low and no serious objection was made. This assessment with occasional increases of rate remained in force until 1907, when, in the triennial assessment of that year, a complete revision of the valuation was again attempted, engineers were employed by the counties to check the accuracy of the returns from the owners, and, based on the foot-acreage thus obtained, an enormous increase, to $65 per foot-acre, was made in the valuation. This assessment was resisted in the courts by appeals resulting in very extensive litigation, and a final determination of the validity of the 1907 and all subsequent assessments has not yet been obtained. In the first appeals tried the rate calculated on a foot-acre valuation was reduced by the Luzerne County court to about $45, while the. Lackawanna County courts reduced a larger rate to $67. Located 19 km (12 miles) north of the Carlin gold mine and 43 km (27 miles) north of Carlin, Nevada, is Carlin Gold Mining Company's Bootstrap mine. This deposit is similar in character to the Carlin ore, except it occurs in the upper plate formation of the Roberts thrust fault rather than in the lower plate rocks. The deposit was discovered over 50 years ago and operated on a small scale in the early 1960s using vat cyanide leaching. Newmont Mining Corporation acquired the property in 1967, and from an open pit mined 650,000 mt (717,000 st) of ore which was trucked to the Carlin conventional cyanide plant. (See Gold and Silver Cyanidation Plant Practice by F. W. McQuiston, Jr. and R. S. Shoemaker, Society of Mining Engineers, AIME, 1975. ) With the same grade of ore, the gold recovery by conventional methods is somewhat lower than that of the Carlin ore, even with a finer grind. Leaching tests were first conducted by the United States Bureau of Mines in 1968; and in 1971, ‘72, Carlin conducted extensive cyanidation investigations by bottle testing, simulated heap leaching in tall columns, and small scale pad heap leaches. Gold extractions ranged from 55% to 95% with low reagent consumptions. In 1974, a 545 mt (600 st) heap leach test was made at Carlin on pit-run low-grade material assaying 1.37 g per mt (0.04 oz per st). In a six week period the extraction of gold was 47.57'0. Carlin uses atomic absorption analyses on cyanide leach liquors to determine potential leach ore grade rather than fire assaying because it gives a more practical assessment of leach recovery than does fire assaying, which accounts for the total gold content. Before open-pit mining was started, plans were made to heap leach, the ore at Bootstrap which was too low grade for transport to Carlin. The topsoil outside of the designed pit area overlaid ancient lakebed clays which were found suitable for compaction to form an impervious base on which the dumps to be leached could be placed. By using the cost of truck haulage and milling at the Carlin plant and the price of gold 'at that time, a cutoff grade was established which resulted in the gold content of the first 150,000 mt (165,000 st) of the heap leaching ore being 1.51 g per mt (0.044 oz per st). An additional 500,000 mt (552,000 st) of lower grade material, assaying 0.96 g per mt (0.028 oz per st), is available for leaching as economics permit.

During the last 15 years, the bucket wheel has become increasingly popular as a mining tool. Being a large-capacity continuous mining excavator, the machine offers low actual operating costs and low unit costs. Of German origin, the bucket wheel has now appeared on the American mining scene as well as in such other places as Australia, Northern Rhodesia, South Africa, Congo, Indonesia, and India. Patented in 1913, the first practical application waited until 1920 when a bucket wheel excavator was placed in operation at an open pit lignite mine in central Germany. This initial experiment met with little success due to difficulties in solving the technical problems of the machine's construction rather than to the design of the wheel itself.

It is a rare work of art that attains the proportions of a major construction project. One instance of such a phenomenon is Bartholdi's Miss Liberty, which was designed and built section by section in Paris and then erected in New York Harbor. Another is Borglum's massive presidential quartet hewn from the granite of Mount Rushmore. Now, however, there is a new monument in the making which will completely dwarf all others. The sculptor of this supercolossus is Korczak Ziolkowski, a colorful, bearded genius who assisted Borglum on Mount Rushmore and is now carving his own granite masterpiece from Thunderhead Mountain near Custer, S. D., just ten crow-flight miles away from Rushmore.

IN ESTIMATING the unmined petroleum reserves of Central America, it is not feasible to employ the methods that have been worked out in the oil fields of the United States. No producing wells have been brought in and no drilling sections have been made public. It is accordingly necessary to fall back on a crude "barrels per square mile" estimate. The method chosen is a comparison of the structure of the foreign field of unknown reserves with that of some supposedly analogous North American field of which the reserves have been estimated. This method makes no pretense at scientific accuracy; bit furnishes a working basis for an estimate. The areal geology of Central America is illustrated in the map prepared by Sapper and more recently in the geologic map of North America accompanying U. S. Geological Survey Professional Paper No. 71, "Index to the stratigraphy of North America." Disregarding for the present the Arrow Quaternary coastal plains and alluvial deposits of the river valleys, three chief zones may be distinguished. These are: A zone of late eruptive and effusive rocks; a zone of highly folded pre-Cambrian(?) or early Paleozoic crystalline schists and slates, considerably intruded by pre-Tertiary plutonic rocks; and a zone of more or less folded sediments, chiefly of Cretaceous or Tertiary age. The zone of late eruptive and effusive rocks of Central America begins in southeastern Chiapas, Mexico,. and extends, with increasing breadth, across southern Guatemala, across practically the whole of El Salvador, and across southern Honduras to the valley of Rio Goascorán, where the igneous zone attains a width of about 100 mi. (160 km:) East of the Goascorán Valley late eruptives and effusives play a subordinate part, being confined largely to the Departments of Valle and Choluteca. Dikes and sills of igneous rocks intrude the sedimentary formations of central and northern Honduras.

(San Francisco Meeting, September, 1015) THE gold precipitate from the zinc-dust presses in the cyanide plant of the Alaska-Treadwell Gold Mining Co.; Treadwell, Alaska, is treated, in the refinery adjoining, by the Tavener or lead-smelting method. About. 3 or 4 tons of this precipitate are produced monthly having a gold assay value of $40,000 to $60,000 per ton. It was formerly the practice to treat the by-products from this process, consisting of 2 tons of slag, 300 lb. of matte, 500 lb. of refinery refuse, flue dust, etc., in a 24-in. water-jacketed blast furnace. This' practice was discontinued in the summer of 1914 by reason of the difficulty of keeping the lead-well open when treating a high-grade lead product; of preventing the loss of gold in the flue dust; and of avoiding injury to the general health of the refinery operators; a plain single-phase electric furnace was substituted for the blast furnace. The furnace was constructed from an old steel acid drum by cutting off the top and introducing a cable, made from strands of bare copper wire, through the bottom and spreading the strands out fan-shaped on the inside of the drum. Powdered graphite, obtained by grinding up old crucibles, mixed with 10 per cent. cement, was tamped wet into the bottom of the drum, around and completely covering the copper wires. The graphite was carried up to the bottom of the furnace, or lead-well, and acted as the lower electrode. The sides were built up of ordinary firebrick forming a melting chamber 14 in. in diameter by 20 in. high.

INTRODUCTION Since 1975, Union Carbide Corporation has been conducting uranium exploration in southwestern South Dakota. This program has resulted in the discovery of an ore body about eight miles north of Edgemont in Fall River County. The site which was previously mined for uranium in the 1950's and 1960's consists of 950 lode claims (approximately 20,000 acres) and is within the Black Hills National Forest. Preliminary development plans indicate that fewer than 200 surface acres will be involved in the mining and heap leaching of the ore. The ore occurs in both the Fall River and Lakota formations. The exploration to date has developed something in excess of two million tons of ore averaging -0.1% U308. About 75% of the ore is expected to be mined from underground with 25% coming from five to seven small pits. The surface mining will be extensions of previously mined areas with a disturbance of 35-40 new acres near 35-40 previously disturbed acres requiring a total reclamation of 70-80 acres. Several options for processing the ore including conventional milling by UCC, conventional milling in joint venture with another producer, and heap leaching are under consideration. This paper is concerned with the preliminary assessment of the heap leaching option based on the limited test work conducted on surface samples and on available cores from the deeper ones. The final design for a commercial operation will not be available until an underground bulk sample has been obtained and evaluated. Union Carbide has been operating heap leach facilities commercially since 1973 at Gas Hills, Wyoming and Maybell, Colorado. By rapidly quenching Ag-Pt alloys from the melt, a continuous series of solid solutions has been obtained. At equilibrium''2 these fcc elements form a peritectic system, Fig. 1. Weighed amounts of silver and platinum powder (325 mesh, purity greater than 99.9 pct) were mixed for 24 to 120 hr, pressed into compacts, sintered at 1000°C in a hydrogen atmosphere for at least 16 hr, and then furnace-cooled. Because of the difficulty in achieving homogeneity in alloys containing more than about 40 at. pct Pt, the sintered compacts were induction-melted under hydrogen in alumina crucibles and then cold-rolled into wires. Small amounts ("30 mg) of alloys cut from various sections of the sintered compacts or rolled wires were heated to at least 50' ~ above the liquidus in an alumina insert held within an induction-heated graphite crucible; then the molten alloy was ejected by a blast of helium onto a lightly polished copper strip held on the inner periphery of a rotating wheel. The flakes thus obtained were typically 1 sq mm in area or often slightly larger for the silver-rich alloys. X-ray diffraction patterns were obtained with nickel-filtered copper K radiation in a 114.6-mm-diam Debye-Scherrer camera with rotated specimens. Lattice parameters and associated uncertainties were estimated from extrapolations against the Nelson-Riley function. High-angle lines were always resolved and spacings were computed relative to r(CuKa!,) = 1.540508 The details of these techniques have been discussed previously.s'6 Lattice parameters of the solid solutions are plotted in Fig. 2, together with the data of Schneider and Esch,' Johansson and Linde,' and Novikova and pudnitskii. Each of the present lattice spacings represents two or more independent determinations. The alloys were homogeneous within 2 at. pct of nominal composition as estimated from the uncertainties in the lattice spacings. Many of the mechanisms involved in the achievement of metastable solid solutions by rapidly quenching from the melt have been previously discussed. There is some evidence" that such solid solubility cannot be obtained when the liquid alloys are cooled

IN view of the immense amount of attention that silicosis has received in this country in the past few years, it is timely to review the status of the silicosis problem at present. Who gets silicosis? The individual exposed to the inhalation of free silica dust. The effects upon the individual depend upon the amount of silica inhaled or, in other words, the severity of exposure, rather than upon any special variation or susceptibility among those exposed. A considerable amount of study has been given to determine what may be the role of predisposing causes in the development of silicosis. To men-tion one instance, at the Picher Clinic careful records were kept of all previous illnesses of the men examined as well as abnormalities present at the time of examination. Examinations of over 27,000 miners were made during the years the clinic was conducted under governmental auspices-a very fair sized sample. The general conclusions from all this work were that the incidence of silicosis is not appreciably influenced by racial, structural, or other inherent qualities; it is influenced by acquired defects-particularly as these affect the lungs. That is to say, the average run of human beings respond similarly to similar exposures to silica dust and those whose lungs are already impaired by tuberculosis or other pulmonary disease acquire silicosis more readily than those with healthy lungs. It may well be, and there is some clinical evidence in support, that negroes acquire silicosis more readily than do whites, but the infection factor has not been so carefully studied among negroes exposed to silica as it has among whites. We know that tubercle infection is more prev-alent among negroes than among whites. There may be other factors concerned in the development of silicosis in negroes as compared to whites, but there is not available information upon which to base posi-tive statements.

Allen, general manager of the mining dept. of the Cleveland Cliffs Iron Co., visited the firm's iron mines on the Mesabi iron range of Minnesota recently. Thomas P. Anderson, mining engineer and geologist, has resigned from the Raw Materials Div. of the U. S. Atomic Energy Commission where he was assistant chief of the Denver Exploration Branch. He will enter private practice in Golden, Colo. James E. Atkinson, consulting mining engineer and geologist, left New York for Colombia, S. A., as general manager for Cia Minera Choco-Pacifico, S. A., operating five dredges in gold and platinum on the Pacific coast of Colombia. Russell H. Bennett has been elected a director of Placer Development, Ltd. with head office in Vancouver, B. C., and is also a director of its subsidiary, Canadian Exploration, Ltd., which mines and mills lead, zinc, and tungsten ores at a property near Salmo, B. C.

LEAD is an inexpensive metal produced and consumed in large quantities with certain chemical and physical properties that permit handling the molten metal in bulk. These properties are its low melting point, resistance to oxidation, and its negligible solvent action on iron and steel. Thus, lead is almost always melted in large iron or steel kettles, heated from beneath, and is seldom melted in either directly or indirectly fired furnaces or electric induction or arc furnaces. Even with a modest operation a kettle holding 2 or 3 tons is employed, and the size will range up to 215 tons in the large lead refineries. The methods of handling tin and its alloys are essentially the same as for lead because of the similarity in melting point and resistance to oxidation, although because of the cost of the metal the scale is more modest. In melting lead and its alloys preliminary to a casting operation it is seldom that the melting unit is completely drained of its contents. The usual procedure is to continuously charge solid metal and continuously remove small amounts of liquid metal, so that the kettle is maintained essentially full at all times. For type metals, linotype machines usually employ automatic means of adding the solid alloy to the melting pot in proportion to the removal of the liquid metal in casting slugs of type. In the casting of grids for storage batteries, frequently automatic means of charging solid metal in direct proportion to the consumption of liquid metal in the casting is used. In the manufacture of bearing alloys, new alloy is charged in direct proportion to the consumption of metal in the bearings being cast, so that at no time does the level of the metal in the melting pot lower to any great extent. Even in the manufacture of bulky commodities such as pipe, cable. sheathing, and slabs for rolled sheet, it is the practice to employ a melting kettle of several times the capacity of the casting being made. A substantial level of liquid metal in the melting kettle is thus maintained even after the casting is poured and the original metal level is quickly restored by promptly charging new metal, even though there is no immediate need to proceed with additional casting. This procedure is permissible because the amount of fuel consumed in keeping the lead molten and immediately available for use is negligibly small and the cost is more than offset by the convenience. However, this convenient procedure necessitates study and control of certain properties of lead and tin alloys that are not of serious consequence in most other alloys and for that reason are not well known. These properties are "drossing rates" and "melting segregation." DROSSING RATE Users of lead long ago observed that the rate of dross formation on the surface of the lead in their kettles or pots varied greatly from time to time. This was particularly common in places where both antimonial lead alloys and commercially pure lead were being handled.

IN a previous communication,l the quaternary system Ni-Cr-Ti-A1 was described in detail and it was shown how certain alloys used for high-temperature applications could be construed as consisting of Ni,Cr suitably modified by the addition of aluminum and titanium in relatively small amounts. With the correct aging treatment, the ordered face-centered-cubic Berthollide phase, y'-Ni,Al, could be precipitated from the face-centered-cubic primary y-solid solution. By increasing the proportion of titanium with respect to aluminum, it was also possible to precipitate the very brittle hexagonal-close-packed Daltonide phase, ?-Ni,Ti. From the nature of the system it seems reasonable to expect the y and y'-phases to take appreciable amounts of cobalt and iron into solid solution. In the case of the present investigation it was decided to confine the work to iron additions only. This element may be introduced in two quite distinct ways: 1) as a simple replacement for nickel; and 2) as a replacement for chromium, titanium, and aluminum. The second method of iron addition forms the basis of the present investigation, which is, in effect, a study of the pseudo-quaternary system Ni,Cr-NiPe-Ni,Ti-NLAl. For purposes of reference, Figs. 1, 2, and 3 have been included and illustrate the quaternary system Ni-Cr-Ti-A1 described in the previous paper along with sections through N&Cr-Ni,Ti-Ni,Al at 750" and 1000 "C respectively. The flotation response of quartz in the presence of calcium chloride and various fatty acids is presented. Flotation is not effected with lauric acid until calcium laurate is precipitated in solution, while flotation is obtained with the 9, 10, and 11-carbon members before precipitation of the calcium carboxylate. The active species responsible for flotation is suggested to be a basic aqueous complex, e.g. Ca(OH) (RCOO) (aq), and a possible mechanism of adsorption is given. Most of the previous work on activation in non-metallic flotation systems has involved the use of high molecular weight collectors, such as oleic acid or alkyl aryl Sulfonate.1-7 In these studies the levels of addition of collector and activator required for flotation were much above the concentrations necessary for precipitation of the metal-collector salt. In fact, Clemmer, Clemmons, Rampacek, Williams, and Stacy1 have stated, "Our experiments on a variety of materials have demonstrated that the metal salts which react with anionic collecting agents, as soaps and alkyl sulfates, to form relatively insoluble compounds may be employed as activating agents provided an optimum quantity is used at a proper pH." On the other hand, Gaudin and chang8 obtained flotation with additions of barium and lauric acid below the level required for barium lautate precipitation.

OVERVIEW This paper is a review of two fine particle processing unit operations - classification and mixing. It may appear that these two processes have nothing in common. In fact, the simplified symbols used to represent them on flowsheets - a tipped equilateral triangle such that the base lies along the vertical - are totally reversed. For classification, a splitting action, the apex of the tipped triangle is to the left of the vertical base. A horizontal flow arrow indicating input is drawn to the apex while two horizontal flow arrows indicating outputs are drawn from the top and bottom of the vertical base, respectively. On the other hand, for mixing, a blending action, the apex of the tipped triangle is to the right of the vertical base. Two horizontal flow arrows indicating inputs are drawn to the top and bottom of the vertical base, respectively, while a single horizontal flow arrow indicating output is drawn from the apex. Classification is the process whereby a collection of particles is separated into two or more portions differing in some physical or chemical property. Mixing is the process whereby two or more portions of particles differing in some physical or chemical property are combined into a collection of particles. The common bond that links them together in the same review is the fact that they both require dispersion of the particles in order to achieve successfully their individual objectives.

The last crop of graduates from our colleges and universities who sought employment in the mineral industries found that they needed to hustle to find a job. There was no longer a list of waiting employers to choose from. Some of them became discouraged and drifted into other fields; many are still looking for employment. Word has gotten around that there are no jobs available in the mineral industries, and enrollment in the various colleges of mines and mineral industries has started to drop. Even established professional men are finding themselves suddenly out of work because of unstable metal prices and rising costs. All these people-students beginning to search for a career, young engineers not yet established-face the same problem: "What is the future of the mineral industries, and what type of training will best qualify the scientist or engineer for this changing field?" This question was posed to a number of leaders in different phases of the industry. Their comments are summarized as a guide to those considering a career in the finding, extraction, or beneficiation of mineral products.

For $100 a month plus expenses, Thomas A. Edison in 1879 hired a colorful adventurer named Frank McLaughlin to go west as a prospector. A few months later, McLaughlin triumphantly returned to the inventor's laboratory in Menlo Park, N. J. "On his shirt bosom and fingers sparkled glittering stones," recalled one of Edison's associates. These were only the tangible parts of his new trappings. In addition, McLaughlin "now wore the title of major which he acquired somewhere west of Omaha."

The fundamentals of blasting involve both the properties of explosives and of the rock being blasted. Four of the most important explosive properties appear to be energy density, bulk density, rate of energy release and the pressure- time history of the gases produced. Important rock properties are density and porosity, strength, and energy absorption including the effective moduli of elasticity. Rock structure also has a marked effect on its properties: for example, joints, bedding, and fracture alteration. Several mechanisms enter into rock fragmentation by blasting. These include slabbing, radial fracturing, crushing and bursting by the gas bubble. All of these factors are closely related to properties of both explosives and rock. Slabbing depends upon the first generated stress wave, whose shape and magnitude are a result of the pressure generated by the explosive, its time history and the resultant response of the rock, including its ability to sustain the stress wave. Actual slabbing, in turn, is a function of the magnitude and shape of the pressure pulse and the tensile strength of rock. Further fragmentation depends to a great extent upon the amount of gas in the bubble and its energy and pressure.
