THE Committee on the Elimination of Waste in Industry, of the Federated American Engineering Societies, in its report says that "Waste in -industry is attributable to four causes: 1. Low production, caused by faulty management, of materials, plant, equipment, and men; 2. Interrupted production caused by idle materials, idle plants, and idle equipment; 3. Restricted production intentionally caused by ,owners, managers, or labor; 4. Lost production caused by ill-health, physical defects and industrial accidents. The committee sent out elaborate questionnaires, and in them divided the responsibility into Manage-ment, Labor, and Outside Contracts. These question-naires showed that in the different industries examined the responsibility of Management was from 50 to 80 per cent. and of Labor from 9 to 28 per cent. The percentage of responsibility that Management was held accountable for was much larger than any of us supposed. However, when this question is studied, we realize how necessary it is to select, in the first instance, suitable personnel, in the form of directors, managers, heads of departments, experts, etc. We would like to -believe that the percentage of responsibility of Management for waste in the mining business was less than that quoted above, but there are so many mining properties started up and operated by men of no experience in such lines, and there have been so many improvements in late years in mining and metallurgical methods not taken advantage of, that we can not believe that. the percentage will vary much from that already quoted. Quoting from a report approved by the Committee on Management of the American Society of Mechanical Engineers: Management is the art and science of preparing, organizing, and directing human effort applied to control the forces and util-ize the materials of nature for the benefit of man.

INTRODUCTION THE Bureau of Mines is operating an oil-shale mine 10 miles west of Rifle, Colo., as part of its Synthetic Liquid Fuels program. The purpose of operating this mine is twofold: First, to supply oil shale to an experimental processing plant; and second, to develop practices and select methods for mining oil shale on a commercial scale at the lowest practicable cost. The second purpose-that of finding out how to mine oil shale most cheaply-entails considerable mining research. Since the drilling of oil shale probably will be one of the major items of the mining cost, factors that influence drilling speeds were investigated. One phase of the drilling program was the development of a successful hard-surfaced rock-drill bit1 that can be used for drilling long holes in oil shale without changing bits. During that phase, drilling speeds were measured and drill cuttings were collected for assay and for screen sizing. When the cuttings from the individual tests were compared, a definite relationship was shown to exist between the drilling speed and the coarseness of the drill cuttings. PROCEDURE Measurement of Drilling Speeds All drilling in the tests was done with a Model UMB-D-99W Gardner-Denver wagon drill. Round-lugged drill steel, 1 ¼ in. in diameter was used in 6, 12, and 18 ft lengths with 2 1/8 -in. Timken H-type bits hard-faced with acetylene tube borium. The tests were made in the lower adit of the Bureau of Mines oil-shale mine; the grade of the oil shale drilled ranged from 18.6 to 42.7 gal per ton. During the experiments air pressure varied between 75 and 90 psi while water pressure remained fairly constant at 75 psi. All holes were drilled almost horizontally. Each drill hole was thoroughly cleaned of cuttings after being collared. The advance of the drill along the carriage was measured and recorded as the drilling speed in inches per minute. Method of Collecting Cuttings To facilitate the collection of cuttings, each drill hole was collared in a smooth, vertical portion of the oil-shale breast (Fig 1). A galvanized-steel sheet was fastened to the breast below the area in which the hole was to be drilled. The cuttings washed out of the drill hole by the drilling water were guided by the steel sheet into a wooden box. The cuttings that remained in the drill hole after the drill was withdrawn were scraped out and placed in the same box as the cuttings washed out of the hole. After the cuttings from a 1-min. drilling interval were collected, they were placed in flat metal pans. The fines were allowed to settle and the clear water was decanted. The cuttings then were dried in the sun.

W. W. ANDERSON and G. E. KELLER*—We want to compliment the authors on this very thorough paper. It gives information which the coal industry has needed for some time. We hope that the additional information which the authors are collecting will he available shortly. The mixing and riffling procedure that was followed for experimental purposes is obviously not practical in routine float-and-sink testing because of the particle size degradation which would result in handling the sample so many times. It is important to obtain our tloat-and-sink fractions with a minimum amount of handling of material. A statement is made in the paper (p. 80) that "the variable most likely to affect the size of sample required to meet a given preassigned accuracy would be the state or degree of mixing of the coal." We agree that this is a large factor, but do not believe it is the most important factor. Our own opinion is that the most important single factor governing the total gross weight of sample that must be collected is the percentage of the weight of material in the smallest fraction that results from the screening and float-and-\ink operations. In other words, size of sample is governed by the total number of fractionations that must he made, and the distribution of material within the fractions. We can imagine a coal with perfect mixing, but with such a small amount of material in some float-and-sink fraction in one of the coarse sizes that a much larger sample would have to be taken than would be the case with very poorly mixed material, but with a large percentage of coarse material more evenly distributed in all float-and-sink fractions. Our own observation of many float-and-sink tests that we have run in our own organization on many types of coal is that the size of sample that must be used on fine size float and sink is governed more by the requirements for weight of material to be used for analysis in the laboratory than by weight of material necessary to obtain accurate float and sink percentage of weight values. In other words, it is our opinion that very small samples can be used for float-and-sink fractionation in the fine sizes, but that accurate analysis of the fractions will depend on a larger weight of sample being pulverized for the laboratory than is necessary to establish the float-and-sink distribution with respect to weight. A. L. BAILEY and B. A. LANDRY (authors' reply)—The authors thank Messrs. Anderson and Keller for their comments based on long experience. It is agreed that the involved mixing and riming technique used may be disadvantageous from the standpoint of degradation. Fortunately, the paper does point out that the extended riming was unrewarding in causing further mixing. Two large unknowns remain, however: (1) how much of the mixing from the presumed highly unmixed state in the bed was achieved toward the random state during blasting, loading, transportation, screening, and further transportation to the point where the gross sample was taken, and (2) how much of the mixing took place during the preparation described preceding riming. As has been pointed out by one of the authors.6 the degree of mixing has a very large effect on the size of sample required and there are still too few experimental data to show at what stage of coal handling most of the mixing occurs. The discussion states that the weight of material in a screened fraction, or in a float-and-sink fraction, is more important than the mixing factor. We do not believe that these factors are comparable in this instance inasmuch as our purpose was to give minimum sampling requirements to achieve a preassigned accuracy in the percentages of float, middlings, or sink, and nothing more. The gross sample had already been screened and no further division by screening was made or contemplated; also, it was not intended that the middlings and sink fractions would necessarily be adequate for percentage ash or other determination. In other words, the sample obtained by the method outlined is not intended for washability studies but only for preparation plant control. Further experimental work has been done, since the paper was prepared, to investigate the effect of increasingly larger top and bottom sizes on the variability of float, etc., of a double-screened coal from Western Pennsylvania. Results will be published and eventually attention is to be given to the preparation of sampling specifications. E. H. M. BADGER*—I should like the authors to explain more fully the fundamental assumptions on which their Eq 4 is based. The equation is of the form s2 = p(l - p) which is the usual expression for the (standard deviation)2 when the chance of finding a particular kind of particle in the sample is proportional to the number fraetion, p. But instead of the number fraction, the authors have used the weight fraction, WF/W. The chance of finding a particular kind of particle in the sample can only be proportional to the weight fraction, if the average ?eig?ts of all kinds of particles, that is, float, midlings, or sink, are the same. Surely a much more justifiable assumption would be that the average volumes of the particles are the same, and, if this is so, Eq 4 would not be true. This may be demonstrated as follows: Let be the weight fraction of float, middlings, or sink, dl the density of this fraction, and d2 the density of the rest of the coal. Then assuming that the average volumes of the pieces in the three classes are the same, the number fraction, p, is given by ? Allan Gibb, Mount Perry, Queensland, Australia (communication to the Secretary):—In drawing conclusions from his observations, Mr. Van Liew has apparently overlooked the reduction in weight that takes place in the content of the converter. The percentage-compositions of the matte, etc., are not directly comparable for determining the rate of elimination of the impurities; and, in the absence of exact weights (which in such an operation could not be obtained), it is necessary to determine the relation between the impurities and the copper with which they are combined at various stages, in order to get data that are comparable. Owing to a portion of the copper being removed in the slag, etc., the weight of copper in the converter is not a fixed quantity, but.it is sufficiently approximate to permit very reasonable comparison. The analytical data given by Mr. Van Liew, reduced to this basis (a ratio between the impurities and the copper with which they are combined), are shown in the table on page 958. From this table it will be evident that Mr. Van Liea's conclusions as to the source of heat at digerent stages are not quite correct. During the first 10 minutes, no iron is scorified, the heat being derived from the oxidation of the sulphur, of which 7 per cent. of the total is removed in this time. Prom

In past years the exploration of the oil possibilities of Colombia has been confined to parts of three distinct physiographic provinces; namely, the coastal plains area near the Caribbean Sea, the Magdalena Valley and the upper reaches of the Maracaibo Basin near the Venezuelan border. During 1935, little exploratory work and no drilling was carried on on the coast, but there was considerable activity in the other two areas. In the Magdalena Valley, the Tropical Oil Co. continued its producing and development operations on the De Mares Concession. The Socony-Vacuum exercised the option it acquired in 1934 on Sr. Luciano Restrepo's concession adjacent to the Tropical property and north of the Sogamoso River. No wells have been started on the Socony's lands although, according to the terms of the lease, drilling must be started within the next two years. West of the Carare River and adjacent to the Tropical's southwestern boundary, the Sociedad Nacional del Carare denounced the lands formerly held by the Union Colombiana, whose lease automatically lapsed during the year owing to the company's failure to comply with its drilling obligations. In the same area, the concessions held by Callejas et al. and the Société Européene des Pétroles are also understood to have lapsed for the same reason. Holdings of other interests in the Magdalena Valley were inactive during the year. Near the upper part of the Maracaibo Basin, the Gulf, through its subsidiary the Colombian Petroleum Co., continued active exploration and development on its Barco concession. Colombian Petroleum Co.—The following information and that presented in the accompanying tables relating to the activities of the Colombian Petroleum Co. was supplied through the courtesy of Mr. E. S. Bleecker, chief geologist of that company. Four wells were completed during the year on the north Petrolea dome, where an attempt is being made to define the limits of the field. On the south end of the Petrolea anticline, one well, Petrolea No. 3, which might be classed as a wildcat, encountered a heavy flow of salt water immediately below the oil zone and had to be abandoned. RUM Jungle uranium field lies in the subtropical portion of the Northern Territory on the Finniss River, East Branch. It takes its name from a railway siding about 2 ½ miles to the southwest and 52 miles from Darwin. The field can be reached from Darwin by a bituminized road. Monsoonal rains of the wet season, October to April, provide an annual rainfall of about 60 in. Vegetation is of the open forest type with denser tree growth along the watercourses and scattered throughout the area are isolated dense patches of jungle growth which are always found on ironstone cappings overlying limestones. The name, Rum Jungle, is thought to have been derived from this unusual occurrence of jungle growth. The wet season prevents the movement of motor vehicles and personnel. It is not until March, when the grass which ranges up to 15 ft in height is burned and the alluvial flats dry out, that field work can be undertaken.

THE following discussion was suggested by an experiment of Mr. Krom, the manufacturer of air-jigs, to illustrate the superiority of air over water as a medium of concentration. The paper is written in the interest of no system of concentration, but simply to test the experiment, and, perchance, to add something to the general fund of information on the subject. To speak of testing an experiment by a theoretical discussion, may seem a misuse of terms, but the theories concerning falling bodies and the resistance of fluids are pretty well crystallized into laws, which may properly be used to show where experiments which seem to refute them were improperly performed, and that instead of refitting they only corroborate. It is well known that a sphere of galena 1/8 inch in diameter, and a sphere of quartz 1/2 inch in diameter, are equal falling in water ; that is, these two spheres, being placed together in a column of water at rest or in motion, will practically remain together, falling or rising together, or remaining in suspension. WE NOT have to go so very far back, when measured in actual years, to what may be considered the beginning of the industrial era of the great West, the discovery of gold in California in 1848, just 74 years ago. By a strange coincidence, this event occurred within a few days of the signing of the treaty with Mexico which ceded California to the United States. Needless to describe the mighty wave of humanity that hurled itself toward the setting sun in response to that call. The single thought in every one's mind was gold. The gold as they found it in placers or ledges could be so easily worked, and the product was so readily transportable, and available immediately as money, that practically no attention was paid to deposits of the base metals, in the treatment of which cheap transportation was a paramount con-sideration; consequently little progress was made in anything but gold mining until after the Civil War. The next great step was accomplished when East and West were united by the successful construction of the Union Pacific Railroad from Omaha across the great plains and through the Rockies to meet the rails of the Central Pacific coming eastward across the Sierras. The industrial history of our great West really dates from the day when those two hands of steel were joined, on the shores of the Great Salt Lake at Prom-ontory Point,. May 10, 1869. That seems a long time ago when we think of the enormous changes that have been wrought since that day, and when we regard the rich empire that has sprung up in that western land. Into the new empire thus made accessible, by this first thread of steam transportation, flocked a new brood of adventurous spirits from the older communities of the East. This way walked Fate; and as she, went, flung far the line of destiny, That bound an untracked continent to brotherhood from sea to sea; That long gray trail of dream and hope, marked mile by mile with graves that keep On every barren hill and slope some stout heart lost in dreamless sleep. Patience and faith and fortitude were willed to it and justified; Stern, homely virtues, plain and rude, eternal as the sky and wide. Nor ever sea-king dared the sea in sterner mood than these who went Strong armed to wrest from Mystery their birthright, half a continent.

The combination wet and dry coal-cleaning process is not an attempt at a compromise between the wets and the drys nor is its merit confined entirely to the limitation of moisture in the smaller sizes. It is more correctly, and more broadly, an application of the sized-coal cleaning principle adapting itself in an ideal fashion to present day multiple-size preparation practice. The purpose of this paper, therefore, is to call attention to the broader significance of the term "combination wet and dry process" and to mention some of the factors that govern its application. In the narrow sense, when considered apart from the sized-coal cleaning principle, the combination process finds its justification chiefly in the ability to limit the moisture in cleaned coal. Larger sizes of coal offer less superficial area compared with their bulk for the attraction of moisture films. They drain more readily in bins or railroad cars, having more interstitial space for the free flow of water. Therefore, they neither attract nor hold objectionable moisture percentages. In fact, there is so keen a demand for certain washed sizes containing some moisture that hygroscopic salts such as calcium chloride are applied to attract and retain it. When coal deliveries are made on a guaranteed moisture percentage the coarser sizes may be washed and mixed back with the fines without adding greatly to the original moisture but the fines must be dry cleaned or dried to control moisture. Thus in all respects moisture in the coarser sizes is less objectionable than in the fines. The implication of this statement, that moisture is always more or less objectionable, is true. It is safe to say that if dry-cleaning apparatus could be perfected to a point at which its technical results, cost and other aspects would be equal to wet washing, water would no longer be used. As it is, we find that good technical results are more difficult to obtain by dry cleaning than by water. Obviously the use of air tables for coarse coal is not ideal, for it involves the attempt to stratify material in a thin bed on a table surface when the load is only one particle deep. Furthermore, the various air cleaning tables on large sizes require a large volume of air for separation, more power to operate, more dust-collecting apparatus and involve more coal breakage.

It is somewhat surprising that among the many mechanical devices that were brought into the State of Colorado, that the Brückner cylinders alone have stood the test for roasting ores. The brick walls of the Arey and Stetefeld furnaces have been remodelled into reverberatories and compound reverberatories, their binding and anchor irons have been forged into hoes and shovels, while the Crosby and Thompson cylinders have been rent by the ruthless hand of the foundryman searching for a tough piece of boiler plate. Two only of these furnaces remain in operation, of the large stock that came into Colorado by car-loads several years ago, and they occupy only a subordinate position to some reverberatories on the North Boulder Creek. But to-day there are in Colorado, in active operation, ten Brückner cylinders, and two or three more running part of the time. Dur-

CERTAIN dusts are dangerous when inhaled, but most hazardous of all dusts are quartz or other forms of pure crystalline silica. The inhalation of dusts containing silica in combination with other elements gives rise to changes in the lung which differ from those produced by pure silica. As a generality, silicates are less dangerous than pure crystalline silica and vary greatly among themselves in harmfulness. Repeated analyses have shown that approximately 70 per cent of the total number of particles involved in any dust-producing operation are below 1 to 2 microns in diameter. (A micron is. approximately 1/25,000 in.) Similar studies of dusts recovered from silicotic lungs post mortem have demonstrated essentially the same size frequency distribu-tion, except that the upper limit of size retained in the air sacs is approxi-mately 10 microns. Experiments carried on by Gardner and the author have further demonstrated that greater changes were produced by a fixed weight of very fine quartz particles (2 to 3 microns and smaller) than by the same weight of slightly larger particles (8 to 10 microns). Any attempt to control a dust hazard should therefore be directed toward the removal from the working atmosphere of particles less than 10 microns in size, and particularly those below 3 microns. All industrial hygienists agree on this matter, but there remains considerable dispute as to the lower limit of particle size capable of causing injury. It has been gen-erally conceded, however, that particles of harmful dusts smaller than ¼ to ½ micron are not essentially concerned in the development of pulmonary fibrosis. This opinion is partly substantiated by the existence of large numbers of these small particles in practically all atmospheres that are, not associated with any known hazard. Such particles are so small that they have very little mass, fail to settle even in quiet air, and probably are not easily retained in the lung. Until further research proves that they are involved in the dangers provoked by the inhalation of certain dusts, engineers will generally agree that it is better to dis-regard them.

THE need for coordinated effort on public problem by engineers has long been felt. Early in June there will assemble in Washington a conference composed of delegates from all the engineering organizations in the country. The call for this conference is issued by the Joint Conference , Committee of the four national societies as the completion of its work on the organization of a congress composed of delegates representing all the engineering organizations of the United States. The plan for this confederation was presented at a joint meeting of the administrative boards of the national founder societies on Jan. 23, 1920; and was unanimously approved in principle by that meeting. The work of the committee since that date has consisted in drafting a constitution of the organization to be presented at the conference for discussion and, after such amendments as may be adopted, acceptance.

THE hard refractory borides of the transition elements of the 4th, 5th, and 6th groups of the Periodic System have been the subject of a number of recent investigations.'-' It is well known now that most of these elements form several different borides, and Kiessling8 has summarized the rules which govern to some extent the arrangements of the boron atoms in the various structures. Melting points of a few borides have been published." The systems Fe-B, Ni-B, and Co-B have been reported," but, as these borides are rather low melting, they are outside of the groups of boron compounds considered here. Brewer' has tested the stability of various borides and estimated a number of eutectic temperatures between different borides, but in no case was the complete system of a transition metal and boron investigated. The phase diagram becomes of special importance if the preparation of the borides from the elements in powdered form is considered; the lowest eutectic temperature will determine the first appearance of a liquid phase. Also, the knowledge of high temperature phases, if they exist, is important for the preparation of bodies from these borides by hot pressing or sintering. During the investigation of various metal borides,7 it was found that there were more boride phases existing in the Mo-B system than reported by Kiessling." They occur, however, only at temperatures above 1500°C and were, therefore, not found by him. This led to a study of the equilibrium diagram of the Mo-B system. ranging from 0 to 25 pct B and from room temperature to the liquidus. Part of this investigation was reported during the "Research in Progress" session at the 1952 Annual Meeting of the AIME.11 Raw Materials and Preparation of the Borides The raw materials used were commercial molybdenum and boron powder, both supplied by the Molybdenum Corp. of America. The molybdenum powder was 99+ pct pure? while the boron powder contained about 83 to 85 pct B. A large percentage of the impurities in this powder was oxygen, with the rest formed by iron, calcium, and unknown substances. The low purity of the boron used was, however, not considered detrimental to the final product, as most of the impurities evaporated at the high temperatures at which the borides were formed. The final product always had a minimum purity of 96 to 98 pct (figured as molybdenum and boron), with carbon, iron, and probably oxygen being the remaining products. Carbon is usually present as graphite. The chemical analyses always confirmed the compositions which corresponded to the crystallographic structures as determined by X-ray diffraction, and the boron content of the finished product agreed closely with that of the starting mixture; no boron was lost during the boride preparation. The chemical analysis methods employed for molybdenum and boron were previously described by Blumenthal.12,13 The powders were mixed by hand in the desired proportions, compressed at room temperature under low pressure, and then heated under hydrogen to about 1500" to 1700°C in a graphite crucible to form the borides. Usually, the three well-known borides Mo,B, MOB, and Mo,B,, which are stable at room temperatures, were prepared in this way, and all other compositions were made by mixing these borides in various ratios or by the addition of molybdenum or boron powders for the very low or very high boron contents. Preparation of two-phase compositions directly from the elemental powders was tried only occasionally to check whether equilibrium could be reached in this way. Experimental Procedures The stable borides were mixed in the desired ratios and heated under hydrogen in graphite crucibles to various temperatures. The well insulated crucibles were heated in a high frequency induction furnace. Special care was taken to obtain exact temperature measurement, which proved much more difficult than originally anticipated. It is believed that individual temperature measurements have an error of less than ±25ºC, while melting or transformation temperatures are accurate within ±50°C. The temperatures were measured with an optical pyrometer which was aimed at the closed end of a graphite tube extending down into the crucible. close to the samples. Attempts to measure directly through the hydrogen exit stack failed. The crucible arrangement is shown in Fig. 1. Heating was done at a slow rate to be sure that the temperature inside the crucible was uniform. The specimens were kept at the final temperature for about 30 min. For the investigation of high temperature phases, some samples were quenched. They were heated, without atmosphere protection, in a very small graphite crucible which could be rapidly removed from the high frequency coil, and dropped into water. These quenched samples were afterwards annealed to establish the equilibrium at lower temperatures. The melting points or the positions of the solidus and liquidus lines were determined by heating the specimens to various temperatures and examining them at room temperature for evidence of a liquid phase. These results were checked later on by thermal arrest curves, especially to determine the exact position of the eutectic temperature line.
