A theoretical analysis of the austenite-martensite transformation is presented which predicts the habit plane, orientation relationships, and macroscopic distortions from a knowledge only of the crystal structures of the initial and final phases. THIS paper presents a new theory of the formation of martensite. This theory makes possible the calculation of the austenite planes on which the martensite plates form, the orientation relationship between the austenite and martensite crystal axes, and the macroscopic distortions which are observed. The only input data needed are the crystal structures and lattice parameters of the austenite and martensite. Considerable effort has been devoted over the past thirty years to the development of an understanding of the crystallographic features of martensite reactions. Much of this work has been done on steels and iron-nickel alloys, for which a great deal of data has been accumulated concerning the shape and orientation of the martensite plates, the relative orientations of the austenite and martensite crystal axes, and the observable distortions which result from transformation. These observations are reviewed in refs. 1, 2, and 3. The first major step toward an understanding of these phenomena was made in 1924 by Bain,' who showed that the a body-centered cubic structure can be produced from the 7 face-centered cubic structure by a contraction of about 17 pct in the direction of one of the austenite cube axes and an expansion of 12 pct in all directions perpendicular to it. Since that time, most of the efforts at further interpretation have been made by investigators who have worked from the phenomenological data, incorporating some of the information from the lattice properties, and have sought an analysis into likely deformations which would produce the observed results."- "11 but the three most recent papers on the subject have already been reviewed in some detail." Machlin and Cohenl0 measured the components of the distortion matrix and verified that the habit plane is a plane of zero distortion and rotation for the (259) case. They showed that the measured distortion matrix, when applied to the parent lattice, does not yield the product lattice and hence some inhomogeneous distortion must occur. Frank,u working from the lattice properties and taking some clues from the observations, considered the correspondence of close-packed rows and planes in the austenite and martensite. He predicted substantially the observed lattice relationship and habit plane for certain steels which have a (225) habit. Geisler12 suggested that there is a natural tendency for the habit plane to be a (111) and postulated certain slip processes to account for the fact that the experimentally observed habit plane is irrational and deviates from the assumed one. The present work differs from previous treatments of martensite formation in that it permits calculation of all the major manifestations of the process. Habit plane indices, orientation relationships, and observable distortions are all calculated from a knowledge of the crystal structures of the initial and final phases alone. The calculations contain no adjustable parameters. The agreement found between calculated results and the observations reported in the literature constitutes powerful evidence in favor of the mechanism of martensite formation proposed. The theory is applicable to systems other than steel (as is discussed later in this paper) which exhibit a diffusionless phase change but because of the wide-spread interest in the austenite-martensite transformation, particular attention will be given to the iron-base alloys. For other systems which undergo a similar face-centered cubic to face-centered tetragonal transformation, the mathematical treatment is identical with that presented here. Hence the theory successfully describes the transformation in the indium-thallium alloy.'" Homogeneous Transformation to Martensite The distortion which any homogeneously transforming volume of austenite undergoes in order to become martensite is shown in Fig. 1, as was first suggested by Bain.' (This distortion will hereafter be referred to as the "Bain distortion.") This specification of a contraction along one cube axis ;ombined with an expansion in all directions perpendicular to this axis describes what is properly called the "pure" distortion associated with this transformation. The distinction between a "pure" and an "impure" distortion plays an important part in the discussion which follows. A "pure" distortion is characterized by the existence of at least one set of orthogonal axes fixed in the body which are not rotated by the distortion. (These are called the "principal axes" of the distortion.) No such set of axes exists in the case of an "impure" distortion. On the other hand, an impure distortion can always be represented as the result of a pure distortion combined with the rotation of the specimen as a rigid body. The object of this paper is to describe an application of the crosscut system of mining, as carried on in the Cabezas del Pasto mine, one of the copper-mines in the sooth of Spain. The system is not new; but it is not very generally adopted. It offers, however, decided advantages over other systems more in use; especially where the ore is found in large masses or wide lodes, as it allows the extraction of all the ore without leaving any pillars or roofs. A somewhat detailed description of the various operations and costs of working may not only be interesting, but may possibly lead to a more general adoption of this method in cases where at present the pillar-andstall system is preferred. The principal features of the copper-lodes in the south of Spain and Portugal are the following: They are nearly all lenticular masses of great lateral dimensions and unascertained depth; their direction is approximately east-west, and their dip towards north. Some are contact-lodes, having slate on the hanging-wall and porphyry on the foot-wall; others are imbedded in porphyry, and others again are imbedded in clay-slate. The upper portion of these lodes consists of " gossan," a siliceous peroxide of iron, mixed with more or less clay. The depth to which the gossan goes down varies in different localities, from 40 feet to 120 feet, and more. Below the gossan is found the iron pyrites, with about 2 to 3 per cent of copper. The gossan is generally admitted to be the result of the decomposition of the pyrites, the copper rendered soluble, filtering into the underlying layers of undecomposed ore, and enriching the ore below the gossan above the general average. Very rich pockets and streaks of ore, containing sometimes 10 per cent of copper and more, are often found in the upper portions of the lodes. The copper contained in the ore is generally in the shape of gray and black sulphides and copper pyrites; rich pockets often show chalcopyrite and fahlerz. In nearly

INTRODUCTION Since the occurrence of the first oil crisis, coun-tries of the world, especially oil-importing countries have made sustained and vigorous efforts to lessen the dependency on oil as a source of energy supply. The adoption of "Principles of Coal Policy" by the IEA Ministerial Governing Board Meeting in May, 1979 was the first formal action taken by major energy consuming countries. At the Venice Summit in June, 1980, it was agreed that production and use of coal should be doubled over the next ten years. In fact, the world coal use in 1980 showed around a 10 percent increase over the previous year. Recently, we have seen an indication that the balance of oil supply and demand in the short term have eased. But I believe that it remains vital that we continue to encourage the development and introduction of alternative energy sources. Because, from the medium and long range viewpoint the recovery of the worldwide economy will lead us to increased oil requirements and thus we will be faced with the cyclical, structural tightening situation between the supply and demand of oil. Moreover, we are still convinced that the constraint of the supply capabilities of the Middle-East nations may be increasing in the long-term, since there still remains political uncertainties among these nations. Consequently, above all, coal is viewed as an alternative energy resource available for immediate expansion of use and is given as high a priority as nuclear power. In Japan, we regard coal as the most reliable alternative energy resource to replace oil. According to the "Alternative Energy Supply Targets" approved by the Cabinet in November, 1980, the level of coal imports is estimated to approximately double by 1990, while our domestic coal production will remain nearly at the same level. The transition from oil to coal is found in the recent import levels of coal---73 mil¬lion tons in 1980, a 23 percent increase over the 59 million tons imported in 1979. There was an upsurge in steaming coal imports, reflecting the transition in feedstocks---7.2 million tons in 1980, four times over the previous year's amount. Henceforth, from the medium to long range view, the demand for coal, especially that of steaming coal is forecast to continue to grow. The timely expansion of supply capabilities is our utmost concern and should be one of the most significant goals of our comprehensive policy. The Overseas Coal Investigative Committee, a privately organized advisory panel to the Director-General of the Natural Resources and Energy Agency of the Ministry of International Trade and Industry (MITI), investigated means to secure a stable supply of overseas coal. The panel presented its interim proposals in August, 1981, recommending the diversification of coal import sources, extensive use of low rank coal, as well as enhanced international cooperation between coal producing and importing countries. THE CONTENTS OF THE COMMITTEE'S REPORT Four Points for Major Consideration In order to ensure a stable supply of overseas coal, Japan needs adequate policy measures consistent with the characteristics of coal resources and environmental requirements, giving consideration to Japan's status and the role she is expected to play in the areas. From the above, great importance should be attached to the following four points: All the components of the "Coal Chain" (Namely, the development of mine sites, construction of railroads, port loading facilities, coal shipping vessels, port receiving facilities, including coal centers and international transport facilities etc.) should be reviewed and reformed with steps taken to assure efficiency consistent with the entire coal chain system. The complete formation of a coal chain system requires such lengthy lead times and huge amounts of investment that necessary measures should be undertaken well in advance utilizing long-range projections of future demands and various economic surveys. Policy planning should be conducted taking into account of harmonizing stability and economics of the supply structure. For ensuring the long-term stability and expansion of the coal trade, international cooperation on a bilateral and multi-national basis should be encouraged. Mutual understanding and close relationships are essential to facilitate the formation of the supply system and to promote the extensive use of coal. Direction and Problems Related to Supply Stability Expansion of Supply Capabilities. World coal imports in 1979 amounted to 229 million tons, of which Japan's share amounted to 59 million tons, or one fourth of the entire amount. The imports of European and Asian countries accounted for 83 million tons and 7 million tons respectively. According to the examination of the Investigative Committee, Japan's coal requirement is estimated to be between 140-150 million tons by 1990, nearly the same level as announced in the Provisional Long-Term Energy Supply and Demand Outlook in 1979. This fore¬cast is-to be revised in April, 1982. Japan's demand is expected to be met through fiscal 1985; however, by 1990, the supply is estimated to fall short of demand, particulary, in the field of steaming coal. Gentlemen.-It is pleasant to be able to report that the year just closed has been a prosperous and successful one for the Institute. As is shown by the reports of the Treasurer and the Finance Committee, the business affairs of this organization are in excellent condition. With property valued at more than three-quarters of a million dollars, and with considerable sums in various funds and endowments, it is possible to spend on each member of whatever class $22.65 each year, more than the maxi- mum amount of dues received from any one, and substantially twice the average amount, $10.94, received from all. To do this has required close management and a strict regard for our limitations. In 1926, when the Budget was made up, the estimated expenditures for the work which it was felt the Institute must do exceeded the estimated receipts by some $14,000. At the close of the year, despite a number of unexpected decreases in receipts, it had proved possible to accomplish substantially all the work laid out and close the books with the usual transfer of initiation fees to the General Reserve, and still only reduce the cash balance $2,074.54. This was made possible by the hearty and loyal cooperation of the whole staff of employees and the extremely large amount of gratuitous service rendered by the officers, the members of the Divisions and technical Committees, and the membership generally. Even so it was impossible, because of limitations of funds, to undertake many things it is highly desirable for the Institute to do, and it was necessary to refuse the publication of important papers and committee studies, because of the lack of funds. PUBLICATIONS In an analysis of the income and expenses of the Institute published in the February issue of our Journal, MINING AND METALLURGY, it was pointed out that the largest item of expenditure is, as it should -be, for publications. Printing, binding, and distributing the various technical papers sent to the members cost in 1926 more than all the money received from dues, including the portion allocated as subscription to the magazine. Within the. year, the following volumes were printed and, with the exception of the second volume of TRANSACTIONS, which was mailed in January, were distributed : TRANSACTIONS, Volume 73, 1241 pages, covering papers on non-ferrous metallurgy, milling and concentration, non-metallic minerals, iron and steel, and the Institute of Metals Division papers read at the

ON FEBRUARY 4, 1952, the Phelps Dodge Corporation signed Contract GS-00P(D)-12068 with the United States Government. This interesting document dealt with the "Bisbee East" project as part of the Government's program to increase the supply of needed copper by encouraging private enterprise to expand production. The ore deposit involved was a relatively small body of low-grade ore lying east of the remnants of the old Sacramento Hill deposit that was exploited with indifferent success from 1923 to 1931, as related in THE PORPHYRY COPPERS. Planning for the entire enterprise had been directed from the start by Harrison M. Lavender, who in 1945, succeeded Percy G. Beckett as vice-president and general manager for all of Phelps Dodge's Western mines and smelters. The untimely death of Mr. Lavender in 1952 prevented him from seeing his plans brought to fruition; but in his honor the mine was fit- tingly named "The Lavender Pit" and was so dedicated on August 7, 1954. The Copper Queen Branch operates under- ground mines at Bisbee (production in 1955 was 28,000 tons) ; but, as this volume is concerned only with Porphyry operations, this chapter deals only with the Lavender Pit project, or as the Government knows it, Bisbee East. My reason for going into some detail regarding the floor-price contract is that it is fairly typical of contracts made by the Government in connection with a half-dozen other copper-expansion projects; and, incidentally, with various projects involving other strategic metals. Phelps Dodge did not seek a loan or other financial aid. The only encouragement asked consisted of (a) the privilege of a five-year write-off (commonly called rapid tax amortization)

The behavior of collectors at the mineral-solution interfaces is usually explained in terms of an ionic adsorption process. Through the distribution of collector ions between the solid surface and the co-existing solution phase the mineral is believed to acquire a water-repellent surface coating. Quantitative adsorption studies have been made on simple flotation systems only within the last few years. Such investigations were made possible by the adoption of the radiotracer method of analysis. As a consequence of these studies a new parameter has been added to aid the understanding of the flotation process.

This paper gives a preliminary summary of results of tests on the resistance to fatigue under reversed stresses of steel subjected to cold-working and of tests to determine the effect of rest on the endurance of steel under reversed stresses. The tests of cold-worked steel were undertaken as part of an investigation by the National Research Council Committee on Fatigue Phenomena of Metals and were made by Mr. Moore; the tests to determine the effect of rest are part of an investigation now being made by Mr. Putnam. Both series of tests were made in the Materials Testing Laboratory of the University of Illinois. The preliminary results of these tests are reported now. because it is believed that test data on fatigue strength should be available at the earliest possible moment; however, it should be clearly kept in mind that this paper gives preliminary results and is intended to encourage discussion rather than to give final conclusions. Before giving the data of the tests, the writers will explain the term "fatigue strength" as used in this paper and will discuss briefly the method used in interpreting the test data of repeated-stress tests. The term fatigue strength, as applied to a material, may be defined as that maximum fiber stress that will cause fracture of the material after the repetition of any given number of cycles of stress, each cycle involving the variation of stress from a minimum to the above maximum. The fatigue strength, then, varies with the number of repetitions occurring in the lifetime of a structural or machine member and with the range of stress for each cycle of stress. The fatigue strength will be lower for a member in which the stress is completely reversed than for one in which the stress varies from zero to a maximum. In interpreting test data from fatigue tests under reversed stress, the stresses and corresponding numbers of repetitions required for failure are plotted on logarithmic cross-section paper. Agglomeration developments in the iron ore industry of North America over the past twenty years are closely related to shifting patterns in commercially acceptable ore grades and even the definition of iron ores. As early as WW II the rich Mesabi hematites were depleted, ending a 50-year era of direct shipping ores that included reserves of an estimated three billion tons. Decreasing ore grades and rising costs began to force the closing of many underground iron mines and processes were being developed to use domestic low-grade iron deposits. This resulted in the rapid development of iron ore beneficiation processes and signaled the coming trend toward concentration, sintering and pelletizing. Yet even today when agglomeration facilities are treating 90 % of the Mesabi Range product much remains to be done in keeping world-wide competitive forces in check and in ensuring the long- term utilization of these expansive ore supplies in an up-until-now captive U.S. market.

The structure, properties, and composition of commercial chelating-type copper extractants are examined. Characterization of these extractants was accomplished using organic separation techniques and analytical tools such as NMR and infrared spectroscopy. Results indicate that only the trans isomer of the diphenylhydroxyoxime (LIX 64N) is capable of copper chelation. The effects of structural modification of the extractants on the extraction and stripping reactions are discussed.

POSSIBLY the most puzzling features observed during a single-crystal deformation test are the appearance of slip striae on the surface of the crystal and the strengthening of the specimen.1 While the first phenomenon is mainly of theoretical interest, the latter is fundamental to all strain-hardening and cold-working processes in which the deformation occurs by translation. The plastic deformation of crystals has received considerable discussion2 and need not be reviewed here in, any great detail. It has been observed, essentially, that after a certain amount of initial stress is applied, the surface of the crystal becomes covered with sets of parallel striae or rings which appear to divide it into thin slabs or slip blocks.3 The striae are the traces of rational crystallographic planes along which shearing movements are localized, these movements providing the strain which accompanies stress applied beyond pure elasticity. As deformation under the applied stress proceeds the slip blocks shear past one another, although the essentially single-crystal character of the specimen is unimpaired. All of the shearing apparently takes place in the immediate vicinity of the original slip striae without the appearance of new planes of movement.4 Since each increment of strain is attended by an increased stress requirement to continue the deformation, the crystal strengthens during the process.

Three provinces in Canada—New Brunswick, Ontario and Alberta— produce oil and gas in commercial quantities. In addition a small amount of oil is being produced and refined in the Northwest Territories at Norman on the Mackenzie River. The production at Norman is derived from two wells drilled by Northwest (Imperial Oil) Co. in 1920 and 1923. The refined products of the oil are used locally in connection with mineral developments on Great Bear Lake. The production of petroleum by provinces and the consumption of natural gas are shown in Table 3. In addition a small amount of natural gas is produced in the southwestern part of Manitoba from shallow wells for local use. Tables 1 and 2 give detailed information. The greatest drilling activity in 1933 in Canada centered around the southern end of the Turner Valley field, Alberta. In addition to several wells previously commenced in this area, eleven new wells were begun. There were three completions to the Paleozoic producing zone in 1933 in the southern part of Turner Valley and one well was abandoned as a result of being off the favorable structure. Three autogenous grinding flowsheets were considered as follows: 1) Primary autogenous grinding of a -8-in, primary crusher discharge to produce a product suitable for second stage pebble milling, or a flotation feed product in a single stage of grinding. 2) Intermediate autogenous grinding in which +4-in. rock media is screened from the primary crusher discharge and employed as grinding media to grind a tertiary crusher product to flotation feed size in a single stage.

INTRODUCTION Coal is a solid combustible mineral substance resulting from the alteration of vegetable matter largely in the absence of air. It occurs in nature with varying percentages of mineral matter associated with and incorporated into the coalified material. If the amount of this inorganic mineral matter is sufficiently small, and if selective mining can be practiced so as to avoid the incorporation of ash- bearing material from adjacent strata and/or parting seams, the coal can be used as-mined. Otherwise, it must be given a preparation treatment. In 1980 the bulk of the approximately 525 coal preparation plants were located in the eastern half of the U.S., largely in the Appalachian and to a lesser extent in the midwest coal fields (1). Only 17 of these preparation plants were located in the west; these were in Colorado, New Mexico, Utah, Washington and Wyoming. In the past, however, a great many more preparation plants were operated in these and other western states. The upsurge in both the domestic and world- wide demand for quality coking and steam coal will certainly lead to an increase in the number of preparation plants in the west. In fact, there has been a massive development of coal mines and their associated preparation plants across our northern border in Alberta and British Columbia, largely to serve the export coking and steam coal market. Most of the tremendous increase in newly-mined coal in the western U.S. has come from thick seams of inherently low-sulfur, low- ash coal, easy to mine selectively without significant contamination with ash-forming minerals and requiring no preparation. ON Aug. 25, 1911, a rail failed on the Lehigh Valley Railroad, causing a disastrous wreck. The surface of the fracture was in a plane at right angles to the length of the rail. There was a dark-colored, oval spot on this surface, located on the gage side of the head, representing the part of the rail which was the first to fracture. The nucleus of this spot showed that the fracture had an interior origin. Other fractures of this kind, the peripheries of which had not reached the surface of-the rail, presented surfaces having a silvery luster. The darkened surface of the present fracture was caused, doubtless, by the air having had access to it. This fracture was recognized as a fatigue fracture, of a modified type, its interior origin having been due to a component in the rail which is not usually present in cases of fatigue fractures. The metal next the running surface of the head of the rail was in a state of internal compression, this being the component not commonly met with in other cases, and which caused the fracture to have its interior origin. For the purpose of giving this modified type of fatigue fracture a specific name, for identification, the term "transverse fissure" was applied. No mystery was thought to attach to its formation, or to its development. The explanation of its occurrence was obvious in the light of common knowledge upon the behavior of steel under repeated alternate stresses. By reason of the state of internal compression at the running surface, the maximum tensile stresses in the head, under bending loads, were along an interior element. Here the tensile strains were higher than in the fibers more remote from .the neutral axis. Under such conditions the fracture of the rail would be expected to have an' interior origin. A discussion of the subject of transverse fissures essentially becomes a discussion of fatigue fractures, since they are identical. The descriptive term employed, merely for the identification of this type of fatigue fracture, had the appearance of creating alarm. THE disastrous effect of two major wars on foreign economic health is giving American capital opportunities which might have not otherwise developed. At a time when discovery of major orebodies in the United States awaits fuller application of new geophysical tools and technical methods, U. S. investors must seek other fields where investment may be put to work. The unsettling effects of war have made it almost impossible for foreign nationals to develop mineral wealth, permitting Americans to enter at a time when U. S. mining, with a few exceptions, is in the process of expanding known orebodies and developing only a few new ones. Available capital, however, is not the only pre- requisite for entering the foreign mineral development field. The capital must be able to work in favorable economic atmosphere, a condition not easily satisfied in a world constantly in a state of political and social flux. In many countries, the political theory changes as often as the wind direction in March. Thus, the political stability of the form of government is of prime importance to the investor. In addition, a balanced budget and a moderate tax structure are important. Because in making foreign investment it is inevitable that one will have dealings with government officials, it is basic that they must be of high integrity. In countries filling the requirements, it will usually be found that the economic initiative of the individual is respected. ON Tuesday afternoon, Feb. 17, a large and interested audience gathered in the auditorium of the Engineering Societies building to take part in the gold supply symposium that had been arranged for by the Mining Geology Committee. Waldemar Lindgren presided over the gathering and after brief introductory remarks on the international situation as regards lead, silver and gold, called on John Wellington Finch to present an oral abstract of the paper, "Sources and Trends in Gold Production," by R. J. Grant, director of the Mint, and. J. B. Knaebel. This ' paper reviewed the gold production of the world, by countries, since 1845, from the statistical viewpoint, leaving to the later speakers discussion of the statistics.

AFTER several years study, the Universal Atlas Cement Co. decided to rebuild its plant at Leeds, Alabama. The entire old plant, which was to operate during the new construction, was then to be scrapped with the exception of two kilns. The quarry was to be mechanized, new and larger kilns installed, with the most modern type of equipment all through the plant. Raw grinding operations at all of the Universal Atlas plants were dry. However, the dust hazard of this operation and the growing emphasis on occupational diseases made wet grinding attractive. Coal at Leeds is cheap, so that a slightly higher coal practice was unimportant. Power was cheap, so that waste-heat boilers were not desirable. Since new kilns were to be installed, these could be made long enough to make filters unnecessary. Wet raw grinding could be either the old practice of open-circuit compartment mills or closed-circuit grinding in accordance with metal-lurgical practice. The latter saved power and steel wear and saved initial investment. This had been demonstrated in cement plants. Also, the elimination of tramp oversize was a most important advantage. Ease of chemical control was another factor. Blending in the thickener, with elimination of slurry mixers had been found practicable. Therefore, if wet raw grinding were used at all, the advantages were clearly in favor of closed-circuit grinding. Detailed layouts of the most modern possible closed-circuit dry-grinding plant and of a closed-circuit wet-grinding plant were prepared, and careful estimates were made of initial invest-ment and operating costs. Full consideration of all the factors involved resulted in a decision to install wet closed-circuit grinding.

If New England were located in some distant and almost inaccessible region, there is no doubt that its mineral resources would have been ere this well developed and generally acknowledged, but laboring under the disadvantage of nearness, it has been neglected. Its surface, moreover, is not cut up by mountains and canons, and the remnants of many of the old ridges are extensively covered by glacial drift. Having for the past ten months been engaged in the development of a mineral district in Southeastern Maine, 1 would take this opportunity to lay before the Institute sketches of results, and try to give some idea of the formations as found. The structure of flotation reagents is important for their adsorption on mineral surfaces and thus for their flotation effectiveness. The influence of the structure of organic depressants on the flotation of fluorite and barite with anionic and cationic collectors was investigated using a modified Hallimond microflotation cell. In addition, adsorption, desorption, and electrokinetic results were employed to further elucidate the role and the correlation of the structural parameters for adsorption and the depressing effect. As hydrophilic reagents, different aliphatic and aromatic compounds capable of forming chelates with alkaline earth materials were used. For the depressing effect, the kind, number, and position of the polar groups in the molecule, as well as the structure of the reagent films play decisive roles.
