The writers have no new system and no new principle of taxation to propose. The general subject of taxation is as old as governments are and as familiar to taxpaying Americans as the general thesis on the inalienable rights of man. We believe, therefore, following the committee of the National Tax Association, that improvement in the general conditions of taxation, including mine taxation, maybe brought about mainly through a better adjustment of known and tried principles and methods of taxing to modern complex forms of property and income, and that not much is to be expected from abandonment of experience for new ways and means, methods and principles, should anything new be discovered, which in our opinion is very doubtful. The committee referred to has constructed the general framework of its Model System of State and Local Taxation1 on familiar forms of taxing, by eliminating some that ' have proved bad, suggesting improvements in others, and adopting the best, leaving plenty of room for the accommodation of the general plan to the varying conditions of taxation in the several states. Unfortunately, the taxation of mines is dismissed by the committee with the statement that the subject has been reassigned for further investigation and report by a special sub-committee, frankly recognizing that the peculiar difficulties of this phase of the subject require special study and investigation. Much may be hoped for from the labor of this sub-committee if the problem is approached from the viewpoint of recommendations already published. In this paper, the writers state their opinion on some of the broader aspects of mine taxation with too little attention to the grounds on which they rest. Contrary to inclination space requirements compel them to resort to summary statements without adequate discussion for a satisfactory presentation of the whole subject. All they can do is to qualify the witnesses and record the testimony. SATISFACTORY metallographic sample preparation of very soft metals, such as lead and its alloys is generally difficult. The prime requisite of any technique must be that the result gives an undis-torted microstructure for the microscopist to examine. A small amount of mechanical polishing followed by a chemical or electrolytic polish is usually the most desirable way to obtain an undis-torted surface. Several chemical-4 and electrolytic3-' polishing solutions have been developed for dilute lead alloys. Perchloric acid mixtures (with acetic anhydride, ethyl alcohol, or water) are among the most prominent electropolishing solutions used for lead; however, the presence of bismuth in the alloy precludes the use of any perchloric-containing solution. The other solutions1-7 were found to be unsatisfactory on alloys ranging from 10 to 65 wt pct Bi in lead. With increasing bismuth content, the microstructure shows a lead (terminal solid solution), 0-6 mixture, E (peri-tectically formed hexagonal phase), and E bismuth mixture (eutectic at 56.7 wt pct Bi).9 The metallographic samples were mounted in "Araldite" epoxy (the heat generated during polymerization does not alter the microstructure), ground by hand on well-waxed silicon carbide papers (400 and 600 grit), and polished with 3- and 0.25-CL diamond paste on billiard and microcloths, respectively. The use of the various polishing and etching solutions reported in the literature resulted in the formation of irremovable reaction products on the sample surface when applied to "as-ground" or "as-polished" surfaces. The E phase was the most difficult to clean chemically and in the development of an etchant for this system several solutions which satisfactorily etched the bismuth or a phase were unacceptable because of their reaction with the E. It was found that a mixture of 50 ml lactic acid 30 ml nitric acid 20 ml (30 pct) hydrogen peroxide (Solution #1) was a satisfactory etchant for the a-matrix alloys. The samples were prepared as before and etched after 1 min of polishing with 3-p diamond paste. The etchant was applied by swabbing (light pressure) for 30 sec to 1 min and the sample was then rinsed in running water. The E has a slight stain and the a is fairly bright, Fig. 1.

The chronicle of the oil industry in Oklahoma in 1939 is one of declining production bolstered by strenuous efforts to find new pools or new producing horizons in the older, highly exploited, relatively shallow areas. Production, which averaged 608,000 bbl. daily in 1937, the post-depression peak, declined to 463,000 bbl. daily in 1938 and continued downward to 421,000 bbl. daily for the year 1939. While the state could produce somewhat more oil if demand warranted it, production in most areas is at as great a rate as could be justified on the basis of maximum efficient operation. Outlet for Oklahoma crude has been seriously affected by the increase in production in the Illinois Basin. Crude movements from the Kansas-Oklahoma area to the northeastern consuming centers averaged 314,000 bbl. daily in 1939 as compared with 397,000 bbl. in 1938. Oklahoma producers bore the brunt of this loss of market. The general production decline was accentuated by the August, shutdown of 15 days, precipitated by the action of a major crude purchaser posting a 20-cent reduction in the price of crude. The Oklahoma Corporation Commission, in collaboration with other members of the Interstate Oil Compact Commission, ordered a complete shutdown of all producing wells in order to prevent the premature abandonment of stripper wells, which might result from a prolonged period of production at prices below operating costs. The reduction in price was forestalled, most major purchasers failing to meet the cut in view of the shutdown, and the company initiating the move rescinded its action. Fear of the shutting in of oil wells, especially those making considerable quantities of water, is generally unfounded in the light of a superficial examination of the records. Oklahoma's unprorated pools, which produced 154,000 bbl. daily in May, declined to 152,000 bbl. in June and 143,000 bbl. in July. Immediately following the shutdown, the same pools produced 150,000 bbl. in September, 145,000 in October, and 145,-000 in November. Thus, while the half month's production loss in August has not been made up, the wells apparently hare produced at a greater rate since the shutdown than immediately preceding it.

THE spheroidal form of the temper carbon nodules in malleable cast iron and of the graphite mottles of "mottled" cast iron suggests that in both all the graphite in a given mottle or nodule grew from a single center of crystallization or nucleus. ? There is, however, a distinct metallo-graphic difference between the mottle and the nodule; the area of mother metal impoverished in combined carbon by the crystallization of graphite in a mottle is practically coextensive with the ramifications of the graphite, while the impoverished zone of metal corresponding to a given nodule is always larger, and usually much larger, than the approximately spherical mass of graphite crystals forming the nodules. Furthermore, the mottle probably is formed during freezing and the nodule almost always at a considerably lower temperature. Assuming that the nodules or mottles can be used as a measure of the existing nuclei (capable of germination) we propose to record certain observations as to the graphitizing reaction in the light of the number and habits of growth of these nuclei. The present authors, in cooperation with others1-7, have reported upon various cognate aspects of the problem. IN plants casting electric-furnace ingots and converting them immediately into blooms, billets, slabs, bars or forgings, the criterion of quality performance is the soundness of the semifinished or finished product. When rejections are necessary, it is not always obvious whether the defects were caused by an unsound ingot or by improper treatment during the heating and forming operations. To evaluate the effects of the numerous factors involved, it is necessary to accumulate a large number of detailed observations and to analyze and interpret these data properly. Even after a thorough investigation has been conducted, it is impossible, in some cases, to isolate the cause of the defect and say that it is definitely the result of an unsound condition in the ingot or mistreatment of the ingot during further processing. Two factors that are extremely difficult to evaluate are the chemical composition of the steel and time from finish pour to charge in the soaking pits or "track time," and it is necessary to evaluate their combined effects before many other factors can be studied. Plain carbon, fine-grained steel in the range of 0.18 to 0.23 pct carbon, is very susceptible to cracking and the longer the elapsed time between the pouring of the ingots and stripping for charging into the soaking pits, the higher the billet rejections for cracks are found to be. The various electrode arrangements used in induced polarization (IP) surveying can be classified according to the geometry of the electric field being measured. The simplest geometry (Wenner, Schlumberger, gradient) is the parallel or plane-wave electric field, while the three-array and pole-dipole array measure the field about a point current electrode. In the dipole-dipole array the characteristics of a dipolar field are approximately measured. The drill hole arrays employ variations of these fundamental geometries, depending on the objectives of the survey. This report compares the relative advantages and disadvantages of each of the commonly used surface and drill hole IP electrode arrays. Factors of each array that are considered are signal-to-noise ratio, EM coupling rejection, speed and cost, and resolution of polarizable bodies. It is concluded that certain arrays are better suited for different exploration objectives and for different geological conditions. Also the type and capabilities of the IP surveying equipment and method limit the choice of arrays.

It seems a common opinion among metallographists that all light-gray inclusions seen with the microscope in polished sections of steel are manganese sulphide. Examples of this belief are continually appearing, as for instance in the paper by Dr. Henry Fay on manganese sulphide as a source of danger in steel railsll and in Lieutenant-Commander Cook's paper on Metallography of Steel for U. S. Naval Ordnance.² Slate- colored inclusions are considered to be silicates, and dove-gray inclusions, manganese sulphide. To show the danger in the latter unqualified assumption, it should be sufficient to examine the edge of any piece of steel that is covered with a fairly thick scale, and that has been polished in such a way as to prevent the scale from breaking away entirely below the polished surface. FOREWORD-At the SME-AIME meeting in Las Vegas this year, the SME Publications Board and the MINING ENGINEERING Committee decided that a fitting way of celebrating the United States' bicentennial would be to publish an article in ME covering the great men in American mining. After some discussion as to the inclusion of financiers -men such as William Randolph Hearst, J. Pierpont Morgan, etc.-the group agreed that the feature should be restricted to the "nuts-and-bolt people," e.g., mining engineers, geologists, mineral processing engineers. Thus, from the AIME All Institute Honors roll and from the SME Awards list, the group chose these 11 historical figures: Herbert Hoover, Daniel C. Jackling, Henry Krumb, James Douglas, Rossiter W. Raymond, Hal W. Hardinge, Seeley W. Mudd, Erskine Ramsay, Howard N. Eavenson, Robert A. Richards, Arthur F. Taggart. What follows is an account of each of these great miners' achievements and the problems they faced, and an assessment by some of today's mining leaders of the challenges that lie ahead.

In May 1957 a diamond drill hole intersected 40 ft of magnetite and chalcopyrite assaying 2.55% copper and 51.6% iron on the claims of Craigmont Mines Ltd. near Merritt, southern British Columbia. The subsequent drilling indicated the presence of a multi-million ton orebody averaging over 2% copper and 18% iron, the latter present for the most part as magnetite and specular hematite in approximately equal proportions. This orebody, although under shallow cover at its eastern extremity, did not come to the surface and the early drilling was done on the basis of strong coinciding magnetic and geochemical anomalies. After 4 ½ years of intensive exploration and development the property was put into production in September 1961. The new ultramodern concentrator has a design capacity of 4000 tpd but is consistently treating well over this amount. Production is currently coming from that portion of the deposit which is amenable to open-pit mining methods. By mid-1958 information regarding the importance of the Craigmont find became fairly wide- spread, and exploration in the Merritt area was greatly intensified. Numerous magnetic and geochemical anomalies have been tested by drilling with notable lack of success. Detailed geological studies of the deposit and of the area have been made by Government agencies and by private companies and such studies are continuing. Many types of geophysical methods have been employed over the Craigmont deposit in an effort to develop knowledge which would assist in the search for similar mineral concentrations in the environment in which it occurs. This paper will discuss the results of the various geophysical surveys in relation to geological conditions and ore outlines insofar as they are now known.

Alunite, KA13(SO4)2(OH)6, was used from the 15th century until early in the present century as a source of potash alum and aluminum sulfate. Since early in this century its use for this purpose has declined to virtually nil with acid treatment of bauxite or clay replacing alunite as a source of alum. During the First World War alunite served as an emergency source of potassium sulfate fertilizer in the United States and Australia. More recently, alunite has been investigated as a nonbauxite ore of aluminum, with potassium sulfate and sulfuric acid as recoverable byproducts. The Soviet Union established a commercial-scale plant in the mid-1960s producing cell-grade alumina from alunitic ore and recovering byproduct potassium sulfate and sulfuric acid. Interest in nonbauxite ores, including alunite, is expected to continue in countries that presently are dependent on imports of bauxite or alumina to support their aluminum industries. The US has the largest aluminum producing and fabricating industry in the world but imports more than 90% of its aluminum-bearing raw materials. This chapter reviews the status of alunite as a potential source of aluminum with byproduct fertilizer, and the resources available to support this industry, whenever this becomes economically feasible. Historical Background Alunite has received little attention until recently, yet for centuries it held a higher place than many of the industrial minerals considered essential today. The deposits of alunite at Tolfa, northwest of Rome, were mined almost continuously from 1462 until about the middle of the present century (DeLaunay, 1907; Lombardi, 1977). The potash alum made from the alunite, called Roman alum, was a valued commodity in international trade, being used in the making of paper, in tanning leather, and as a mordant in textile dyeing. The industry at Tolfa is said to have been controlled by the Vatican and was a source of revenue for the Papal State until fairly recent times (Lombardi et al., 1977). Since early in the present century, the preferred method for making alum has been by acid treatment of bauxite, clay, or other aluminous material, so that alunite has fallen into near-total disuse as a source of alum chemicals. Appreciable quantities of mixed alunite-kaolin rock still are quarried in the Tolfa district for use by the Italian cement industry (Lombardi and Mattias, 1979), but the role of this material in the making of Italian cement is not clear. A large deposit of alunite-bearing rock in Chekiang province, mainland China, is said to have yielded a "great quantity" of alum over a period of several centuries (Yih, 1931). During the 19th century, alunite deposits in France, Spain, Australia, and other countries were exploited as raw material for making potash alum and aluminum sulfate. Interest in alunite was revived during the First World War, not for alum, but as an emergency source of potassium sulfate fertilizer. Large veins of nearly pure alunite had just been discovered on Alunite Ridge, 11 km southwest of Marysvale in Piute County, Utah (Butler and Gale, 1912), and these were quickly brought into production for making potash fertilizer to replace supplies cut off from the famous deposits at Stassfurt, Germany. An estimated 225 kt of Marysvale alunite was mined and processed at that time (Callaghan, 1973). Similarly, Australian alunite deposits were mined as a source of potash fertilizer during both world wars (Hall, 1978).

Climax Molybdenum Co. operated a hydrometallurgical plant at Climax, Colo., from August 1966 to August 1968 to recover molybdenum from an oxidized ore. The feed, tailings from sulfide flotation, was first upgraded by cycloning. The concentration plant handled 6000 tpd of feed and produced 2000 tpd of slime concentrate. The concentrate was leached by a sulfuric-sulfurous acid solution at 65°C. The molybdenum was solubilized in the form of "molybdenum blue." Activated charcoal was added to the leach tailings in a resin-in-pulp type circuit. Molybdenum was adsorbed on the charcoal. The charcoal was screened from the pulp and washed. The washed charcoal was pumped to columns where it was ammoniated and air-blown. The oxidized molybdate then was washed from the charcoal. The eluate was evaporated until ammonium dimolybdate crystallized out. The ammonium dimolybdate was calcined to molybdenum trioxide.

The difficulties attending the reduction of ferric sulphate in the determination of metallic iron by the method of Marguerite, are often serious, and affect time, patience and accuracy. They depend upon the condition and purity of the zinc used, the state of saturation of the solution, acidity, and temperature. D. J. Caruegie (Chem. INTRODUCTION TO MINERAL INVENTORY The first explanations to be made must answer the questions: What is a mineral inventory, and how is a mineral inventory different from an ore reserve? The term mineral inventory is a relatively new designation-born of the computer age and grown to common usage with the development of computer techniques for extending drill-hole sample values to regularly gridded data blocks representing in situ mineral values. The term has been generally accepted by geologists and engineers because it has a precise meaning which avoids many of the ambiguities of ore reserve. A mineral inventory is an estimated inventory of mineral in place and is usually achieved by dividing the deposit into regularly spaced gridded blocks to which are assigned estimated values using various extension techniques. A mineral inventory makes no presumptions about the mineability of the blocks or their cutoff grade. Such parameters are implied with the use of the term ore reserve. Ore has a specific definition (see Chapter 1) and ore reserve must reflect that definition and thus has economic and mining constraints. An ore reserve will be different under different economic and mining conditions and is subject to reclassification by many factors. The term mineral inventory avoids all such ambiguities. A mineral inventory estimate may be good or poor according to how much is known about the deposit, how extensively it has been sampled, and what techniques have been employed to assign estimated grade to the blocks. Such an inventory, however, does not change with time, economic conditions, or mining technology, but only with new and better data and methods. Thus, the mineral inventory is an excellent designation for describing mineral value distribution within a deposit's geological setting. The techniques for assigning values and tonnage to mineral blocks or panels are the subjects of this chapter. Whether a summation of the blocks be called a mineral inventory or mineral reserve is not important. Many conventional methods for computing reserves of minerals refer to the methods in terms of ore reserve calculations. OBJECTIVES OF MINERAL INVENTORY OR RESERVES Mineral inventories are computed for the purpose of determining the quantity, the quality or value, and the spatial distribution of potentially economic minerals within the earth. Such computations are made at all stages in the life of a mineral extraction process, from the early exploration phase to the final year in the life of a mine. To quote Popoff (1966, p. 2), "They are the most responsible and irreplaceable tasks in the valuation of a mineral deposit. Efficiency in extraction and productiveness is impossible without accurate reserve computations." The accuracy of estimate required for each of the three parameters of quantity, value, and location is dependent upon the objective for which the reserve estimate is being made. Again quoting Popoff (1966, p. 2): Reserves are computed to determine the extent of exploration and development; distribution of values; annual output; probable and possible productive life of the mine; method of extraction and plan design; improvements in extraction, treatment, and processing; and requirements for capital, equipment, labor, power, and materials. For some years past, those interested in the development of the increasingly important mining industry of Canada, havc urged the adoptioi~ by the Dominion Parliament of a federal mining-law, which would have the force and stability of statutory enactment. At present, placer-mining in the Yukon Territory is governed by the Yukon Placer Mining Act. All other mining under federal jurisdiction is governed by Orders in Council and Ministerial Iiegulations. In the earlier stages of development, it is perhaps a matter of neces~ity that these important matters should be so dealt with; but it is now felt that the time has come when mining-rights in the extensive regions under federal control should be put on a permanent basis, and that any changes required from timc to time should be made only after full and open discu~sioii in Parliament. A short sketch will suffice to indicate how vast and varied the interests affected really are. When the Dominion of Canada mas constituted by the Inlperial Statute known as the British North America Act of 1867 (which into force by proclamation on July 1 of that year), it comprised only the present Provinces of Ontario, Quebec, Nora Scotia, and New Brunswick; but provision was made for the inclusion of Newfoundland, Prince Edward Island, British Columbia, Rupert's Land, and the North West Territories. IN the early part of 1934, the St. Joseph Lead Co. purchased from the Kadco Corporation three dust-removal units, two suitable for raise work, and the other for drifting operations. The equipment was installed at the Balmat mine, in St. Lawrence County, New York. The Kadco dust-control system can be briefly described as one in which hoods, through which the drill steel is drawn, control the dust at the drill hole, the dust is conveyed through rubber hose or pipe to a collector, where it is removed from the air stream, and the air is then available for recircula-tion in the working place. As during the last few years a number of studies had been completed for the purpose of determining whether or not the dust was effectively removed by the Kadco system, and as the dust counts taken in these tests apparently indicate that it was, the St. Joseph Lead Co. was only inter-ested in obtaining data to show the efficiency of drilling, expressed in terms of minutes per foot drilled, when -using Kadco equipment, in comparison with the former method of drilling dry in a raise and drilling wet in a drift. Comparative dust counts were taken at Balmat, however, by the Metropolitan Life Insurance Co. to show the difference in the dust content of the air in which the operators worked when drilling dry, wet, or with the Kadco equipment.

IN 1839,1 Gerard, Troost, the first, State Geologist of Tennessee, reported the occurrence of zinc ores in East Tennessee, in connection with the iron ores at Embreeville; in 1844,2 he refers to the zinc deposits of East Tennessee, especially the apparently rich deposits occurring, in Jefferson and Claiborne Counties, while his ninth annual report is a ,description of the zinc deposits of Jefferson County and a description of the most improved processes by which zinc is extracted from its ores. Although. Tennessee has long known of the occurrence of its zinc deposits and has recognized their value, only during the last few years have these ores been successfully worked. As far as can be learned, prior to the systematic development of the Mascot district in 1911, no large-scale or successful operation of any of the zinc deposits was carried on. But in that year, after several companies had made considerable progress in developing the Mascot area and had proved. a relatively extensive body of low-grade sulfide ore, the American Zinc Co. entered the field. It introduced modern methods of prospecting and mining the ore and from the first was successful. Too great credit cannot be given this company for its pioneer work in a previously unimportant field. Throughout the history of its operations, the American Zinc Co. has confined its efforts to underground mining of the sulfide ore, sphalerite. This company has found that successful results in zinc mining in East Tennessee can be achieved only by expending large sums in prospecting and blocking out bodies of pay ore in sufficient magnitude for large-scale operations. At Mascot are located the mines of the American Zinc Co. of Tennessee, the mines being situated along the Southern Railway in the Holston River Valley, Knox County, about 13 miles northeast of Knoxville. Considerable mining and prospecting had been done by several companies prior to the acquisition of this property by the, American Zinc Co. Previous to 1900 only open pits, which were worked for oxidized ores, were operated. and the production was small. In 1900 the
