EARLY in 1946 the Shen-Penn Production CO., a subsidiary of the Philadelphia and Reading Coal and Iron Co., was organized to operate the Shenan-doah Stripping, one of the largest open-pit anthracite mines in the world. This mine is located in the Western Middle Field near Shenandoah, Schuylkill County, Pa., and involves the removal of approximately 60,400,000 cu yd of overburden to permit the recovery of 9,200,000 gross tons of rough cleaned coal from an area 8000 ft long and 2700 ft wide, with a maximum depth of 400 ft. Operations began in August 1946, and within the next few years 31,811,-000 cu yd of overburden and 2,994,000 gross tons of rough cleaned coal had been removed. During the early days of open-pit mining operations, steam was the primary motive power. However, as the size of the equipment increased, so did the problems of fuel, water, labor, and maintenance. Because of its efficiency and convenience, electric power rapidly replaced steam. Later the modern diesel engine was developed, and today practically all stripping equipment is either electric, diesel-electric, or diesel-powered. In locations where electric power is not readily available or where operations are scattered over a large area, diesel power is favored. At Shenandoah operations are highly concentrated in a relatively small area, and this fact, coupled with the availability of ample electric energy, indicated the selection of electric-powered equipment. Since this was a new company, it was necessary to purchase every item, from the smallest tools to stripping shovels. Although the organization period was hampered by the postwar scarcity of materials, an excellent opportunity was afforded to set up a thoroughly modern plant. This paper will describe the power facilities, with particular emphasis on the more unusual features. The substation is a major item in a power distribution system, and a simple arrangement utilizing high quality equipment is an excellent investment. With this in mind, a 3000-kva unit type substation was selected and installed. This unit is made up of three sections, which are assembled simply by bolting together the various sections and connecting the power leads, see Fig. 1. The transformer proper, rated at 3000 kva, is oil-filled and nitrogen-sealed, having a 66,000-v Delta primary and 4160-v Wye secondary with a grounded neutral and 46-ohm ground resistor. The function of this resistor will be described later. Electrical energy is purchased from a public utility and is delivered to the main substation at 66,000 v over one or the other of two incoming lines. These lines terminate on a high voltage switching section on which high voltage fuses and Thyrite lightning arresters are installed. The outgoing feeder switching unit is made up of the following: 1—An auxiliary compartment consisting of potential and current transformers with necessary terminal blocks for connecting to power company metering equipment. 2—Another auxiliary compartment containing a control transformer, battery, and battery charger for the furnishing of power for tripping and reclosing of power circuit breakers. The assemblies in these auxiliary compartments are mounted on carriages that can be rolled in and out with ease. Potential transformers are readily accessible for inspection and fuse replacement. When withdrawn from the operating position they are completely de-energized and grounded. 3—Two feeder breaker compartments, each with a 1200-amp, 5000-v, solenoid-operated magneblast air circuit breaker, voltmeter, ammeter, overcurrent relays, and a ground relay. These power circuit breakers can be quickly and safely withdrawn or repaired. A built-in isolating mechanism is used for lowering the breaker to a transfer truck for repair or inspection or as a means of disconnecting the breaker from the source of power as an added precaution when working on power lines. A method is described for incorporating coal petrography into mining and preparation plant quality control based on conventional analyses. Complete analyses are made of each of the uniform and relatively distinct petrographic bands in a coal face. With this information it is possible to develop petrographic standardization curves. These curves permit diverse coal characteristics to be rapidly monitored by application of a few standard coal tests. Single seam quality control is discussed in this paper. Inquiries continue to be made about coal petrography, and specifically, about whether coal petrography should be applied more extensively in the coal industry. Coal petrography is the study of the distinct physical, optical, and chemical increments which make up the organic rock mixture which we know as coal. Petrography can be applied by any coal company or at any coal mine where conventional coal analytical facilities are available and where additional resources can be allocated for an increased number of determinations. This first paper of a two part series includes (1) a proposed conventional approach to single seam petrography based on the development of petrographic standardization graphs and (2) some informative and supplemental interrelationships involving coal characteristics developed as a result of this research. In the second part of this series, to be published at a later date, those petrographic characteristics of bands taken from many different coal seams located over wide geographic areas which can be closely related to each other will be considered. These findings will be examined looking toward the development of a comprehensive, conventional approach to coal petrography which can be used as a common basis for multi-rank petrographic standardization graphs. Implicit to the understanding of coal petrography is the well established fact1,2 that the individual analyses of distinct petrographic bands often differ widely from the average analysis which is used to characterize a whole coal seam. In fact, a distinct and minor banded increment of coal in a high volatile seam may actually be a medium or low volatile coal with an analysis similar to the average analyses of seams located in distant coal fields. During the mining of coal, much degradation is caused which tends to randomly scatter coal bands. The degraded, scattered, and physically separated constituents of distinct petrographic bands are processed side by side in the coal preparation plant as distinct petrographic fractions with particles grouped according to a narrow size range (which derives in part from common hardness), specific gravity, and-or surface chemistry. Tile data obtained from numerous analyses made on each of the bands of any given coal seam, although diverse, can be readily interrelated. Indeed, these interrelationships can be developed into a series of nomographs or petrographic standardization graphs to serve as a basis for developing a conventional petrographic* program. Thus, by analyzing one property (for example, ash) of a selected petrographic fraction collected or separated from the flow of coal in a preparation plant, it should be possible to estimate the other physical, chemical, and thermal properties of this fraction by referring to the petrographic standardization graphs. It follows that any or all petrographic fractions in the total coal flow originating from a single coal seam can be rapidly monitored for many properties on the basis of a single analysis run on each fraction. In recent years coal petrographic research has concentrated heavily on that phase of this work which involves microscopic reflectance measurements made at many minute and selected points on a coal briquette surface.3,4 Thus, the percentage of the total number of reflectance measurements that fall into each of a consecutive series of arbitrarily chosen reflectance classes are used to characterize coal. This procedure is analagous to using the face of a coal briquette to represent the reflectance characteristics present at the face of a coal seam. Moreover, by analyzing petrographic fractions of known and uniform optical properties it is possible to closely relate reflectance to other coal characteristics. Longwall mining is the term used for the underground extraction of a wide and deep panel of coal. Such a panel may be blocked out by one or more entries on either side ("head" and "tail") of a longwall face. If all the entries are pre-driven, the panel extraction is termed longwall retreat mining. With one exception, all the longwall faces in the United States are of this type.1 Prior to the general decline in the rates of production with Continuous Miners, the development of the multiple entries generally kept ahead of the longwall extraction rate. This is no longer the case: longwall extraction rates far exceed the rate of development. In addition to this problem, in newly established mines, the development of a haulage and bleeder system based on multiple entries results in a lead-time of three years or more before longwall mining can be applied.

IN 1948 the U. S. Bureau of Mines began a three- phase program to evaluate the extent and quality of U. S. coking coal: 1) a factual appraisal of known recoverable reserves in beds of mineable thickness, 2) a study of preparation characteristics, and 3) a study of carbonization properties. A previous paper presented the methods used in assessing reserves.' Although this investigation is only partly completed, data on coking properties of the Pittsburgh district coals are now available. The results are presented in this article. When coals are selected for manufacture of metallurgical coke more factors must be considered than for any other major use, as no basic industry requires coal of such high quality and uniformity. This is particularly true in the Pittsburgh district, where blast furnace practice is based on use of cokes from high quality coals. Although it is true that inferior coals are carbonized in other industrial areas, both here and abroad, the Pittsburgh coals are the best economically obtainable in the required tonnages, even though they are not the most desirable for metallurgical use.

Cohesion, Elasticity. - The name cohesion is given to the force of attraction existing between the molecules of one and the same body, in con- sequence of which they offer resistance to any influence tending to separate them, as in the breaking of a solid body or the scratching of its surface. Elasticity is the force which tends to restore the molecules of a body back into their original position, from which they have been disturbed, as when a body has suffered change of shape or of volume under pressure. The varying degrees of cohesion and elasticity for crystals of different minerals, or for different directions in the same crystal, are shown in the prominent characters: cleavage, fracture, tenacity, hardness; also in the gliding-planes, percussion-figures or pressure-figures, and the etching-figures.

To those who are unfamiliar with the nomenclature in common use among operators in the Mid-Continent, the Permian Basin is a term to cover several widely separated productive areas. It includes what is designated in trade journals as the Panhandle fields, the West Texas fields and Southeastern New Mexico fields. It is bounded roughly on the east by the 100th parallel, on the west by the 104th parallel, 011 thr south by the Rio Grande River and various mountain ranges and on the north by the north line of the Texas Panhandle. The name is derived from the location of these three widely scattered areas which are all in a broad geosyncline which is chiefly filled with sediments of Perrliian age. The oil fields as now known and the approximate limits of the Permian Basin are shown in Fig. 1. The major part of the production in these areas comes from liniestonc or dolomite of Permian age. Some granite wash and sandstone production has been developed but ordinarily does not yield as large initial production as the limestone or dolorliite. Introduction During 1926, Texas, exclusive of the Gulf Coast, produced 12G1SS-1,-952 bbl. of oil,' of which 40,727,877 bbl., or 32 per cent., was produccd in the West Texas Permian Basin. During 1927 the same area in Texas produced 167,176,000 bbl. %f oil, of which 89,779,000 bbL13 or 52 per cent., was produced in the West Texas Permian Basin. The increase in the total production of Texas is about equivalent to the increase in production in the Permian Basin. Since production in the Panliandle District declined during the entire year, the increase of production in the West Texas Permian Basin, and also the increase in Texas, is due to the enormous increase from the West Texas fields. Improved safety, economy, and flexibility-which translate into increased productivity-promote the case for greater utilization of diesel-powered equipment in underground coal mines. On the other hand, opponents of diesel use say that the alleged health hazards are not worth it. Who's right? The continuing debate was the focus of a special "Diesels in Underground Coal Mining" session held during the SME-AIME Fall Meeting in Lake Buena Vista, Fla., last September. Looking at the record to date, there are more than 20,000 diesel-powered units operating in underground mines throughout the world; more than 1000 are in Western European coal mines and 10,000 such units are in North American mines. Surprisingly, of the 10,000 North American units, only 200 are utilized in US underground coal mines.

THE use of copper sulfate for improving the flotation behavior of sphalerite is probably at least 15 years old. The original discovery of its activating influence is somewhat obscure. The story goes that in the mill at Mascot, Tenn., its favorable action was discovered by accident, early in 1914, as follows: The original laboratory test work on a sphalerite ore gave favorable flotation results, but after a mill had been built the flotation concentration of the ore was very unsatisfactory. In diagnosing the probable reasons, one fact pointed out was that the laboratory test machine had been constructed of bronze whereas the commercial machine allowed pulp to come in contact only with wood and iron. A plate of sheet copper was hung in the flotation machine and results immediately improved. At first fanciful explanations of electrolytic and electrostatic behavior were given credence, but when the copper plate was removed and a small amount of copper sulfate substituted in the pulp an even more favorable result was obtained. Toward the end of 1914 copper sulfate was also adopted in the acid flotation circuit of the Butte and Superior Copper Co. Just who is responsible for the original discovery the present writers do not know: It seems strange that in that era of flotation litigation this discovery was not patented. While for pragmatic purposes it may be sufficient to know that the mere addition of copper compounds to a flotation pulp is sufficient to activate the flotation of the sphalerite, for scientific purposes it is quite desirable to know more about how the action takes place. It is the purpose of this paper to present certain evidence dealing with the mechanism of the beneficial effect. The description of the effect as activation in contradistinction to depression is now common in both the English and German languages. It makes no assumptions as to whether the zinc sulfide surfaces have been filmed with copper compounds. In fact, the principal differences of opinion expressed in the literature deal with whether there is an actual formation of CuS (or even Cu2S) on the surface of the sphalerite.

THE young metallurgist of today who thinks casually of the technical literature of the steel industry might conclude that little has been published concerning the Bessemer process. This conclusion is true as relating to the last decade or two, but there is a fairly voluminous Bessemer literature in the period of 1860 to 1910, Since that time, however, an entirely new level of metal-lurgical knowledge of steelmaking has been reached; and the present paper is simply an effort to look broadly from this new level and to bring the recorded history of the process up to date, It is an effort to appraise the acid Bessemer method of steelmaking in the light of today's technical knowledge thereof. In this paper matters of history will be dealt with only insofar as they contribute to an understanding of today's situation. Attention will be directed to the apparent causes of past developments in seeking to perceive the true direction of trends now in existence and effective as bearing upon future developments. The paper will discuss the economics of the Bessemer process, but only to the extent that will bear upon the metallurgist's understanding of his respon-sibility. The problem of the quality of Bes-semer steel will be reviewed and examples will be given of the technical data upon which the reasoning of the paper is based, Matters of engineering design, mechanical maintenance, operation and metallurgical investigation will be surveyed. Compari-sons will be made between the Bessemer and open-hearth processes for the sake of clear and ready understanding,

When a new mine is opened, and often when an operating mine must adapt itself to physical or economic changes, a mining system must be selected in complete detail. In the past the plan chosen was usually the product of the local staff alone, however limited the training and experience of that staff might be, which often resulted in the introduction of methods that were familiar to the staff, but not so well suited to the conditions as others unknown to the local men. A new management, noting the difficulties with the existing layout, might make modifications or complete changes, so that many mines in their history have seen a whole series of mining systems, each somewhat laboriously grafted on to its predecessor. This should not be interpreted as a condemnation of the older staffs for sticking to the tried systems, such as open square-sets in the early days at the Homestake, because they knew it would work after a fashion, nor does the statement apply to the technically trained, and usually broadly experienced staffs of most present-day properties. The older miners did not have the variety of tools and methods, nor the present freedom of transfer of information as to what the other man is doing, and so did the best they could under the circumstances. Finally, the higher grade of the ores made the choice less vital. The ever-increasing need to mine low-grade orebodies, with a fixed or even lower price for the metal produced, has caused an increasing need for low-cost mining. In most new mines this has simplified the problem of selection by eliminating from consideration all of the high-cost systems, but it has also complicated the choice by the necessity for refinement in detail and a close adjustment of the plan selected to all the conditions at the property. In these low-cost problems any textbook division of mining systems as applied to "beds, veins or masses" avails little as a guide. It should be realized at the outset that to be successful under modern competitive conditions a system of mining must be worked out with elaborate detail, with careful time scheduling and control of the various elemental operations, and that after it is introduced it must be run with a large amount of technical direction.

The process of recrystallization has not as yet been explained satisfactorily. Some definite conclusions could be drawn from recent investigations, such as, for example, that recrystallization is a process of nucleus formation and crystal growth1 and that the orientations of the nuclei correspond to some fragments of the original crystals, which have been considerably distorted during deformation.2 There are, however, a number of metals and alloys crystallizing in the face-centered cubic system, which form a particularly simple orientation if recrystallized as a sheet.3 Such a shect is almost a single crystal with the cubic axes parallel to the rolling, transverse, and normal directions of the sheet. This preferred cubic or (100) orientation of the recrystallized sheet has been considered to be very different from the rolling structure of the same metals,4 but there are two reasons why this last supposition remains open to controversial discussion. The first reason is academic: In practically all cases except the one mentioned above, close correlations and similarities between rolling and annealing orientations have been observed; for instance, in iron and steel sheet.6 Secondly, no deformed metal actually forms a simple orientation. In any thoroughly investigated case a number of different orientations and considerable scattering or deviations from the ideal orientations have been found.6 It is generally true that investigations on single crystals have shown that a definite orientation is approached in stretching or in compression of an originally undisturbed crystal.7 In the special cases, however, where the initial orientation was close to an important crystallographic direction that differed from the final "ideal" orientation, the resulting orientation changed very little by deformation, staying somewhere in the vicinity of the initial orientation.8 Such deviations

INTRODUCTION The design of rock support for underground nuclear waste repositories requires consideration of special construction and operation requirements, and of the adverse environmental conditions in which some of the support is placed. While repository layouts resemble mines, design, construction and operation are subject to quality assurance and public scrutiny similar to what is experienced for nuclear power plants. Exploration, design, construction and operation go through phases of review and licensing by government agencies as repositories evolve. This paper discusses (1) the various stages of repository development; (2) the environment that supports must be de signed for; (3) the environmental effects on support materials; and (4) alternative types of repository rock support. Much of the information presented in this paper was derived from work conducted for Basalt Waste Isolation Project. Most of the information, however, would apply to other hard rock repositories. REPOSITORY DEVELOPMENT AND THE NEED FOR ROCK SUPPORT Repository development can be characterized by five general stages: exploration and design, excavation, waste emplacement, re trievability period, and backfilling. It is helpful to understand these phases of development to see where and when rock supports are required and how the design is verified. The description that follows is simplified. Details have been omitted, and future plans may not conform to this scenario.

The Tennessee Valley Authority (TVA) has conducted investigations to identify the major causes of coal pile inventory adjustments. This paper describes past and current attempts to improve inventory survey accuracy and reduce costly inventory adjustments. The unique interaction between accountants and engineers is also reviewed. Data and results of a recent field test wing downward-looking radar developed by Ohio State University are presented. These show great promise in determining coal pile depth and density, thus improving inventory accuracy. This electromagnetic remote sensing technique, if successful, would provide an optimum technical and economic method of surveying all 12 TVA stockpiles without costly borehole drilling or disrupting stockout and reclaim activity. The effect of changing coal quality to meet environmental standards has made accurate coal pile density measurement more important than ever in reducing the costs of electric power generation from coal.

PrEvious to the introduction of the motor vehicle the broken stone or macadam' road met the conditions of rural horse-drawn traffic better than any other type of road, but under fast motor traffic it has been proved to be quite unsatisfactory, and necessitates high maintenance charges. Such a road depends for its success upon the fact that the rock dust fills the voids between the stones and acts as a cement or binder. Under ideal conditions it should be constructed of rock so suited to the volume and character of horse traffic that only enough fine dust is worn from the stones of which the road is composed to take the place of that carried off by wind and rain; and when these conditions are met, the fine dust resulting from the wear of traffic forms with the stone a smooth, impervious shell, shedding the surface water and protecting the foundation. With increase in the number and speed of motor vehicles, however, it was soon found that the cost of maintenance also increased, until at the present day highway engineers consider the old method of constructing and maintaining broken-stone roads increasingly inadequate, and are introducing every known type of binding material other than rock dust to cement the stone together. Among the most prominent types of products in use are those produced from our various petroleums. That the value of modern methods of road preservation was appreciated in this country much earlier than we have been accustomed to believe is demonstrated by the recent revival of an old patent which was granted to one John Martineau, of Elbridge, N. Y., in 1834. Petroleum had, of course, not been discovered at that time, but he claims as his invention and improvement "The application of tar, turpentine, or any of that class of tenacious, cohesive substances, reduced before use to a fluid state, and that state used as a cement, to apply to, and combine with sand, gravel, pebbles, and pulverized stone, such as is used for a Mc-Adam road, or cobble stone, the interstices of coarser material being in all cases filled,'as well as may be, with sand and gravel and cemented with tar or turpentine, to form the wearing face or surface of streets,

The statistics set forth by Professor Mitchell in a proceding paper very carefully brought out the points that indicate that a marked amount of consideration must be given to" the haulage problem to adapt it to local conditions as encountered. Professor Mitchell's paper showed a spread of from 10 tons per man to 50 tons per man on the production crews, which spread can be recognized as entirely too large when one considers that the product is being sold at a price within very close limits. While a portion of this spread may be explained by different methods in cost accounting as to what employees are applicable to the production crew, it cannot all be blamed on an accounting method. A good portion must be explained by the improper application of equipment to the needs incurred by the local conditions. It is in an endeavor to go into this phase that this paper is given. It will be necessary to qualify the points covered in order to keep the subject from becoming too wide in scope. Along this line, conditions will be only those involved in bituminous coal mine practices and only the haulage of coal that is loaded with mobile loading machines in seams 4 ft thick and better. Haulage Methods Employed The Consolidated Coal Co. (Illinois) has been operating on a modernized basis for about 20 yr. By modernized we mean the loading of coal with mobile loading equipment. In review of haulage methods, it must be remembered that the main line electric haulage locomotive has been in service for some 40 or jo years. To augment this main line haulage, the mule did a quite satisfactory job during hand-loading days, but was later replaced by the gathering locomotive, either battery or cable-reel operated. This type of haulage was the method in common use at the time the mechanical loading of coal became of major importance and the success or failure of loading machine installations may be largely accredited to haulage facilities in the early days; that is, in the period around 1930. The Consolidated Coal Co. had its struggle with this problem beginning in about 1927 or 1928. We were somewhat fortunate in that we were already using gathering locomotives powered by storage batteries at the time we introduced mechanical loading. This meant that we did not have to spend as much time training motormen and trip riders as many mines did that utilized only mules for their secondary haulage. This was all advantage, and our efforts could be focused on ways and means of providing adequate car service to the loading machine. Like most operations, we endeavored to gear the car service to the capacity of the machine, with a large crew endeavoring to load the maximum tonnage that the machine would handle.
