A residence of 14 Sears in the Republic of Colombia, spent . in almost continuous traveling and prospecting-trips, has given me an intimate knowledge of the resources of that wonderful country. The man who best knows Colombia is unquestionably General Rafael Reyes, President of the Republic for the past three years, and with seven years more to serve in his present term. Such is the strength of his personality and the wisdom of his policies that his term of office will no doubt endure as long as he is milling to serve. The vastly improved economic situation and the brilliant outlook for Colombia are so directly due to the influence of President Reyes that a few lines concerning him will not be amiss, if they serve towards a better understanding of his personality. Born of a distinguished ancestry in the mountain~ of Boyaca, he is now 57 years old, just the age of his friend Porfirio Diaz when he began the work which has placed Mexico in the rank of great modern nations. The fundamentals of effective bleeding for provision of good ventilation and control and removal of methane are described. The various mine pillaring systems for which it is both easy and difficult to provide effective bleeder systems are detailed. Bleeders in conjunction with longwall mining are also discussed.

As part of the mine permitting process as delegated by the Surface Mining Reclamation and Control Act of 1977 the regulatory authority must assess the probable hydrologic consequences and cumulative hydrologic impacts of surf ace mining. The U.S. Office of Surface Mining (OSM), in conjunction with Energy & Minerals Technology Assessment and ENCORE Systems Inc., has developed a user friendly groundwater model that is capable of predicting the effects of surface mining on groundwater quality and quantity. The model is a variation of the Prickett-Lonnquist model which has been modified to be specifically applicable to surface mine applications. This model is presently being used by OSM, the states, and industry to determine mining impacts on groundwater resources. The model is designed for use by the hydrologist with minimal computer training. The model accounts for multiple pumping wells, injection wells, multiple mine pits, and mine pit movement through time. This paper presents an example of how the model may be used in permit application review and how the model can be used by industry to simplify permit preparation.

As far as the present writers know, this system of flotation has not been used elsewhere in this country, but in the last couple of years it has been introduced, with minor variations, at one plant in England and one in Wales. The system has been described and discussed in a number of publications. The following is quoted from an abstract of the latest of these," a paper presented at an International Conference on Industrial Combustion in 1952. On the basis of experience to date with the commercial plants, it is believed that the kerosene-flotation process incorporates all the necessary elements to make it greatly superior to anything else now available for treating of fines in wet processes of coal preparation. Additional study and investigation are still needed, however, to determine if certain phases of the process can be improved to such an extent as to make it generally satisfactory and acceptable to the industry. Further improvements will be needed with respect to the capacities of the flotation cells and the reagent consumption.

ROLE OF GASES IN FERROUS -METALLURGICAL PROCESSES IN every process for making steel there are one or more stages where the metal is exposed to gas of one kind or another. Thus, in the open-hearth furnace, the carbon dioxide and water vapor in the products of combustion are oxidizing toward the ferrous and manganous oxides in the slag, tending to convert these to higher oxides; the higher oxides then oxidize the steel, so that indirectly the products of combustion are oxidizing toward the steel. In the Bessemer process, there is direct contact of air and steel; also, the water vapor in the air blown into the converter is continually decomposed by the molten steel, yielding hydrogen and ferrous oxide, both of which are in part taken up by the metal. In the electric-furnace processes, there is always more or less air in contact with the slag covering the metal, and this air and the gaseous reaction products from it are dissolved in the slag to some extent and thus transmitted in part to the steel. In the crucible processes, there is always entrapped air in the charges and the crucibles are more or less permeable to the gaseous products of combustion from the furnace. In all the processes of manufacture, the molten metal is exposed to air while tapping into ladles and ingot molds and has an opportunity to saturate itself with air or with gaseous or solid products generated by chemical reactions between air and steel. Sieverts1 has shown that molten metals require but a few seconds to saturate themselves with a surrounding gas. No one familiar with the operations at a steel plant needs to be reminded of the important role that gases play at all stages. This somewhat misnomered "continuous" face section is, in most mines today, still far from perfect continuity. Achieving uninterrupted flow of coal from the mining machine to the outside has been a long sought for goal. Clearly, the largest problem to be solved in continuous mining today is one of increasing the cutting time of the miner. Full machine utilization can never be achieved with the new high capacity miners as long as their performance is tied to that of the shuttle car. A recent development has proven, however, that truly continuous mining and haulage is possible. The Bell & Zoller Coal Co. working with the Research and Development Department of Hewitt-Robins Inc. developed and perfected a new mining system which offers advantages in terms of increased productivity at reduced mining costs and enhances the safety of personnel at the face. This new system involves the use of two pieces of equipment that form an unbroken link between the mining machine and the mine belt haulage system. These pieces are a Mobile Bridge Conveyor and an Extensible Panel Conveyor.

The tensile failure of two dispersion-strengthened Ni-20 Cr alloys was studied and compared to the fracture of a similar alloy with no dispersoid. The fracture characteristics were studied using electron fruc-tography and transmission electron microscopy. In all three cases, the mode of failure was found to be microvoid coalescence. The failure in the dispersion-strengthened alloys was found to have initiated at the particles. The size of the dimples in the fracto-graphs was found to be related to the spacing of the particles, but not to the total elongation before failure. The elongation before failure was found to be related only to the amount of dispersed phase. These results are compared to those predicted by a theoretical model of ductile failure. THE continually increasing strength requirements for creep-resistant materials capable of long life at service temperatures above 1600"F (875"C) have developed considerable interest in dispersion-strengthened nickel-base alloys. The high yield strength of these alloys results from the presence of a dispersion of fine particles of thoria which act to impede the normal motion of dislocations. Many theories have been presented to explain the role of the dispersion in the strengthening of these alloys. A good review of these theories is presented by Ansell.' The ultimate strength of such alloys is not only related to mechanisms raising the yield strength, but also to the amount of work-hardening which occurs. This work-hardening is determined by the work-hardening rate and the amount of plastic strain before failure. Since fracture limits the amount of plastic strain, a study was undertaken to gain a better understanding of the fracture mechanisms in these alloys. Electron fractography and transmission electron microscopy were used to study the fracture characteristics in two dispersion-strengthened alloys and one similar alloy containing no dispersoid. These results are related to the tensile properties of the dispersion-strengthened alloys at room temperature and at 2000°F (1095°C). The results are also related to a theory for ductile fracture. 1) PROCEDURE Standard tensile specimens were made from 0.020-in. (0.051-cm) sheets of three different Ni-Cr alloys. The alloys had nominal compositions of Ni-20Cr, Ni-20Cr-2Th0,, and Ni-2OCr-4Th0,. All alloys were supplied in an annealed condition. The specimens were fractured in tension at room temperature to determine the effect of the dispersed thoria on the fracture appearance. The tensile properties were determined from the average of a minimum of three ten- sile specimens for each condition tested. The fracture surface of all of the alloys was examined by electron microscopy using standard two-stage plastic-carbon replica techniques. Thin foils of the dispersion-strengthened alloys were used to investigate the size and spacings of the dispersion particles, and to investigate sections of the 2 pct thoria alloy taken from areas of the specimen adjacent to the fracture surface. The thin foils were mechanically ground to 0.010 in. (0.025 cm) and then chemically polished to approximately 0.001 in. (0.003 cm) in a solution of 29 g of ferric chloride and 10 ml hydrochloric acid in a liter of water. The polishing solution was maintained at 150"F (65°C) during the thinning operation. The final thinning of the foil was done electrolytically using a solution of 700 ml ethanol, 100 ml 2-butoxy eth-anol, 120 ml distilled water, and 78 ml perchloric acid (70 pct). The potential was maintained at 15 v and the bath temperature at -20°~ (-29°C) during the thinning operation. The final thickness of the foil was approximately l000A as determined from the width of twins boundaries observed in many of the foils. 2) RESULTS AND DISCUSSION The electron fractographs of the fracture surfaces of the alloys are shown in Figs. 1, 2, and 3. The normal interpretation of this type of fractographz is that, as a result of the difference between elastic and plastic properties of the matrix and the particles or other inhomogeneities in the alloy, microvoids are formed

In view of the importance of the application of scientific principles to the production of oil from the reservoir, the Production Staff of the Anglo-Iranian Oil Co. (late Anglo-Persian Oil Co.) has been engaged for some years on an intensive program of research on the physical properties of crude oil. Problems involving the retention of crude oil in capillaries and fine fissures demanded for their solution a knowledge of the surface tension and specific gravity of the crude under reservoir conditions, and it is the purpose of this paper to describe briefly the methods adopted for the determination of these properties, and to present the more important results. A detailed article was published in volume 1 of the World Congress Proceedings (1933). Surface-tension observations on crude oil regassed at high pressures with natural gases have been made in the past by Beecher and Park-hurstl and Swartz2, but up to the time of the investigations in Iran no one seems to have carried out experiments with gas-saturated crude direct from the reservoir and kept at its original pressure. Results obtained in this manner are obviously of greater practical value for solving problems connected with the reservoir. Method of Measurement No apparatus for the measurements, under the pressure conditions involved, was available, and a suitable instrument had to be designed and constructed in the Fields workshops. Careful consideration of the matter led to the adoption of a method for measuring the surface tension which did not involve a knowledge of the specific gravity of the oils under the working conditions: the main reason for this being that up to that time no accurate determination of the specific gravity had been made under these conditions. The electric furnace has always been found to be especially adapted to melting, refining, and finishing processes throughout its gradual acceptance by metallurgists as a practical apparatus for conducting metallurgical operations. In the steel industry, the electric furnace is firmly established in the manufacture of steel of the highest grade, equal to crucible steel. For the production of the cheaper grades of steel in large tonnage, the electric furnace gives a higher-grade product than the open-hearth or converter, but due to the high cost of power prevailing in steel centers, considered from the electric furnace standpoint, it is not economical to produce tonnage steel in the electric furnace. As a refining and finishing agent for open-hearth or Bessemer steel, the electric furnace has had some degree of success in thc production of tonnage steel. After a study of the use of the electric furnace in the steel industry, it appears that there may be a possibility of its use to advantage for the melting of cathode copper. In the case of copper the problem is not one of actual refining, because the copper if refined properly by the electrolytic method needs no further refining; it needs simply to be cast into a marketable shape. The name "refining" is applied to the present finishing process, because in the operation oxygen and other impurities arc removed, which the electrolytic copper absorbs in being melted in the reverberatory furnace. Considering that processes may be positive, negative, and neutral, the electrolytic method would be positive; reverberatory melting of cathode copper, negative; and electric furnace melting, neutral. The electrolytic method produces about as pure a copper as is possible, if operated properly and the anodes are not too impure. The final reverberatory melting of this cathode copper lowers the grade of the final product, due to the absorption of gases and impurities. Throughout the world nuclear power re- actors are being designed and constructed as the energy source for stationary power plants. They are built to power submarines, surface ships, and long-range aircraft and to provide small package power plants that can be set up with relative ease in outlying areas. Regardless of type, most of these plants are designed to operate at the highest permissible temperatures and with the greatest possible burn-up of fuel. On paper it is now possible to design a nuclear power plant that will out-perform all existing types of power-generating plants, and at costs which are attractive. Such plants, however, are not now being built, nor will they ever be built, unless major engineering advances are made in the realm of reactor materials. The reason for this is straight- forward enough. Although it is known that huge quantities of energy can be generated in nuclear fuels within short periods of time, as yet there are no construction materials capable of withstanding the severe conditions that would exist within a power reactor operating with ultrahigh output.

The behavior of fluids in the voids of a rock is fundamental to the study of many of the problems of oil-field development and production. For it is by virtue of these openings between grains that oil and gas are able to move through the rock, to be contained by the rock, and to pass from the rock into the well. The capacity to contain fluids is measured by the porosity of the rock, and the ease of fluid movement is governed by the permeability. When the engineer wishes to estimate the amounts of oil and gas in an underground reservoir he is often concerned with the porosities of the rocks and, when dealing with problems relating to rate of production, he is more likely to be interested in the permeabilities of the rocks. Rocks are permeable because they are porous, but they may be porous without being permeable. Clays are very porous, and yet they are impermeable from a practical standpoint. Attempts have been made1 to correlate permeability with porosity for certain rock members but, where a definite relationship between these two properties is found to hold, it is purely fortuitous and local. Porosity and permeability do not necessarily bear any quantitative relationship to one another. The porosity of a substance is the percentage of void volume to bulk volume. The petroleum engineer is usually interested only in the inter-granular voids that are accessible to fluids. In measuring porosity he does not wish to include scaled openings. The measurement he desires is one of "available porosity," otherwise called "apparent porosity." The porosity of a natural aggregate of solid grains, such as a sandstone or clay, is governed by: (1) Grain-size distribution, (2) angularity of grain, (3) colloidal content, (4) degree of compaction. It is not difficult, for unconsolidated rocks, to measure the effect of any one of these when it alone is varied, and then to predict what the effects on porosity will be for such single variables. New Granada, or, as it is known to its people, the Republic of Colombia, occupies the northwest corner of South America, and includes the Isthmus of Panama. Although it is one of our nearest neighbors, so little is known about it in the United States that the following notes regarding it, flowing from a year's professional residence, may be timely. It is bounded on the north by the Caribbean Sea and Costa Rica, on the east by Venezuela and Brazil, on the south by Brazil and Ecuador, and on the west by the Pacific Ocean. Its extreme geographical limits are from 2' South latitude to 12' North latitude, and from 69 to 78' East longitude. In size, therefore, it is roughly 1000 miles from north to south, and 600 miles from east to west. After many political convulsions and revolutions, and a somewhat checkered history, the country consists to-day of nine departments, Panama, Bolivar, Magdalena, Cauca, Santander, Antioquia, Tolima, Boyaca and Cundinamarca. These departments are governed from the national capital of Bogota, although each has its own capital and departmental staff. A solution of lead-fluosilicate, containing an excess of fluosilicic acid, has been found to work very satisfactorily as an electrolyte for refining lead. It conducts the current well, iseasily handled and stored, non-volatile and stable under electrolysis, may be made to contain a considerable amount of dissolved lead, and is easily prepared from inexpensive materials. It possesses, however, in common with other lead electrolytes, the defect of yielding a deposit of lead lacking in solidity, which grows in crystalline branches toward the anodes, causing short circuits. But if a reducing-action (practically accomplished by the addition of gelatine or glue) be given to the solution, a perfectly solid and dense deposit is obtained, having very nearly the same structure as electrolytically-deposited copper, and a specific gravity of about 11.36—that of cast-lead. Lead-fluosilicate may be crystallized in very soluble, brilliant crystals, resembling those of lead-nitrate and containing four molecules of water of crystallization, with the formula PbSiF,,4H20. This salt dissolves at 150 C. in 28 per cent. of its weight of water, making a sirupy solution of 2.38 sp. gr. Heated to 60° C., it melts in its water of crystallization. A neutral solution of lead-fluosilicate is partially decomposed on heating, with the formation of a basic insoluble salt and free fluosilicic acid, which keeps the rest of the salt in solution. This decomposition ends when the solution contains, perhaps, 2 per cent. of free acid; and the solution may then be evaporated without further decomposition. The solutioi~s desired for refining are not liable to this decomposition, since they contain much more than 2 per cent. of free acid. THE venerable problem of hydrogen embrittlement of ferritic iron lacks as yet a complete explanation. Possibly part of the difficulty has been the exclusive preoccupation with the total ductility prior to fracture. In the past few years it has been noted at least twice1,2 that hydrogen charged into iron has the ability to depress the upper yield point and, at room temperature, to eliminate completely the discontinuous yield phenomenon. Cracknell and Petchl rationalize that the depression of the yield stress is an example of the behavior of inhomogeneous stresses. Their explanation requires that microcracks exist in the annealed metal, and that hydrogen collect in these cavities under high hydrostatic pressure. The hydrostatic pressure of hydrogen generates localized tensile stresses in the iron which, with external loading, reach the critical stress for yield prematurely. The local plastic zones will spread across the specimen before the Lüders bands can be generated, and the yield-point elongation phenomenon is eliminated. This viewpoint will be discussed in succeeding paragraphs. IN order properly to evaluate the data related to geomagnetic surveys, it is highly desirable to have all the available information concerning the magnetic properties of the, involved media. This is true of surface as well as subsurface formations and becomes of increasing importance as advancement in instrumental and interpretative technique permits the analysis of relatively slight magnetic reflections of buried masses. Since the magnitude and areal distribution of the usually complex resultant magnetic field at the surface of the earth is a function of the susceptibility1 of the involved matter, it necessarily follows that susceptibility determinations will afford valuable data for geophysical correlation. The present method was developed to meet the need for routine analysis of specimens in the geomagnetic laboratory where it was felt that general utility, ruggedness, ease of manipulation and reproducibility of results was of greater importance than extreme sensitivity.

In the fall of 1969, ASARCO and Newmont Mining Co. began the design of the 700tpd concentrator at their Black Cloud shaft located near Leadville, Colo. The concentractor would treat by flotation a Pb-Zn-Ag ore containing minor gold values. Flowsheet design was based on laboratory test work performed at the Minerals Research Testing Laboratory of ASARCO. Since the concentrator is located at an elevation of 11,000 ft, cold weather was a major factor in design considerations. The original capacity was designed as 700 tpd but for various reasons an ultimate capacity of 1,000 tpd was desired. This necessitated special consideration in the design of several areas, particularly the grinding circuit. The grinding circuit chosen was a single 9 X 12 ball mill operating in closed circuit with one 20-in. cyclone. The ball mill will operate at low speed and as an overflow type originally. The mill can be speeded up and converted to grate type for handling the larger tonnage when required. Thickeners and filters were oversized and space was left for additional flotation cells in order to handle the increased tonnage in these areas. Pumps were sized so that they could handle the increased tonnage by increasing their speed. Construction began in May 1970; the Black Cloud concentrator went on-stream in April 1791.

THIS paper treats primarily of the valuation of developed coal properties by the method of capitalizing their estimated average future earnings. However, in it reference is also made to valuations of undeveloped coal lands and to various methods of appraisal other than by future earnings. FUNDAMENTAL VALUATION PRINCIPLES Before discussing in detail coal property valuations, a few statements bearing on the general subject will be made to present certain of the writer's views on the question as a whole. 1. A certain property at a given time has but, one true value. This is not universally admitted. The appraiser rather frequently finds that a coal owner has in mind three valuations for his holdings; one, the figure at which he feels they should be appraised for taxation purposes; another, the much higher one that should be used if a loan is to he negotiated on the property; and a third, intermediate between the other two, the price for which he would be willing to dispose of his holdings were they for sale. The last is usually nearest to the true value, and because this is so the statement is generally accepted that the fair value of such a property is the price arrived at by negotiation between a willing seller and a willing buyer who are otherwise disinterested. 2. Notwithstanding the foregoing, it is only very generally and approximately true that the proper measure of the value of a given developed1 coal acreage is the unit or per-acre price for which one or more bodies of similar coal in the salve district have been sold recently.
