Considerable interest has been shown, during recent years, in the possibilities of developing oil fields in the South American Republics, now that the exhaustion of our present fields can be seen in the not very distant future. The demand for fuel 011 and its products has been increasing far more rapidly than our increment of production during the last few years. Increase of consumption has been largely curtailed by the lack of sufficient supply. The main factors that have contributed to our previous neglect of the southern fields have been as follows: (a) Lack of sufficient demand for the product. (b) Competition with producing fields, having large production, low cost, and better geographical position, such as Tampico, Mexico. (c) Greater interest in home fields with ready market at hand. (d) Our ignorance of southern economic and geologic conditions, due to the distance between those areas and our financial centers. (e) Economic conditions in the southern countries, necessitating high costs of exploration and exploitation of the fields. (f) Our lack of understanding of the business methods of the Latin-American. It must be borne in mind that the oil-development work done to the present time in South America has, with one exception,' been undertaken upon lands which possessed direct evidence of oil in seepages or asphaltic deposits, occurring either immediately upon the lands or in their close vicinity. The development of oil fields in South America is therefore in the pioneer stage. It is not at all improbable that "hidden fields" will be uncovered in future work, as has occurred notably in the mid-continental field of this country within recent years. Reservoir depletion by natural water drive is typified by the movement of water from an aquifer into the adjacent oil-bearing formation. Prior studies of this type 01 water movement have generally neglected the resistance to flow in the aquifer and its effect on the movement of water into the oil bearing zone. A method for designing and operating scaled models of such reservoir systems is presented. Experimental data on a model of an edge-water-drive reservoir are shown and discussed. INTRODUCTION Most petroleum reservoirs derive at least a part of their productive capacity from water influx. This water may be injected from the surface or it may come from an aquifer adjacent to the oil zone. In either case, the reservoir engineer must be able to estimate the advance of the water as a function of either the elapsed time or the fluid produced. This paper describes a type of fluid flow model which includes the effect of viscous and gravitational forces in the reservoir and the surrounding aquifer. Natural water influx can be divided into three general (but widely overlapping) categories according to the direction of flow in the aquifer. These are shown schematically in Fig. 1. Fig. l(a) illustrates an edge-water-drive mechanism. In this case, water advances updip along the stratum but the movement of water is essentially horizontal and very little of the oil is actually underlain by water. The bottom-water drive (Fig. l(b)) is characterized by a thick aquifer underlying the oil zone. The water movement is generally vertical in the aquifer. The third category is illustrated in l(c). Referred to as the "thin oil column", this type of oil accumulation consists of oil over water in a relatively thin stratum. Fluid movement is horizontal in both the oil and water zones, except close to the producing well. One characteristic which all three of these types have in common is that part of the water flow takes place in the water invaded region of the oil reservoir while the remainder of the water flow occurs in the aquifer. The resistance to the flow of water usually will not be the same in these two regions. This occurs because the porous rock normally contains only water in the aquifer, while the water-invaded region always contains microscopic globules of bypassed oil (residual oil) which interfere with the flow of water through the rock. The production history of any type of a water-drive system is a function of two phenomena — where the water goes, and how it displaces the oil in the area invaded by the water. It is usually impractical to study these two phenomena at the same time. In most cases one type of analysis is used to predict the gross movement of water in the reservoir, while a different type of analysis is employed to determine the amount of oil to be recovered from the gross volume contacted by the water. The portion of the oil reservoir which is invaded by water is mainly a function of the resistances to fluid flow in the several parts of the flow system. This gross water influx in the three types of natural water drive typically results in water cusping to the production wells either from the side or from below (water coning). In 1747, Muskat described a greatly simplified mathematical model for predicting the area invaded by water in a bottom-water-drive reservoir.1 This model used the Laplace equation and suitable boundary conditions to describe the isopotentials and streamlines in the flow system. The use of this model assumes that (1) the reservoir rock is homogeneous in nature, (2) the oil and water mobilities are equal, (3) there is no oil flowing in the water invaded region, and (4) external forces — such as gravity — do not affect the flow. This method has been used for both natural water drives and water injection projects. DESPITE almost fifty years of commercial practice, the sintering of iron ore has received little fundamental study. Much of the theoretical work1-'has dealt with the constitution of sinter produced under widely varying conditions. While these studies have broadened our knowledge of the changes that occur in the sintering zone and in the freshly formed sinter during the early stages of cooling, they provide little insight into the changes that precede the formation of sinter. These preliminary changes merit study as a part of the overall process. Hessle. working with beds of Swedish magnetite concentrates, was one of the first investigators to study the sintering process in its entirety. On the basis of temperatures observed at various levels of the bed during sintering, he postulated a number of distinct reaction zones to account for the chemical changes leading to the formation of sinter. A more direct method of attack is that of arresting the sintering zone after it has progressed part way through the bed. A study of a vertical cross section through such a quenched bed provides direct information on the changes taking place at various levels. This method was used by McBriar et al.' to show that several well-defined zones of chemical change existed within beds that were typical of British sintering practice. The same general method of attack was developed independently in the present investigation to study partially sintered beds typical of American practice. Experimental Sintering Equipment The sintering operation was carried out on an experimental scale with the equipment shown in Fig. 1. The refractory-walled sintering chamber A was 11 in. deep and averaged 9 in. in diameter. Air was introduced through a tapered flow section B, which contained the orifice C for accurate metering of the incoming air. This section was located directly above the square ignition housing D, which in turn rested upon the sintering chamber A. The bed was ignited with burner E. The required suction for the operation was furnished by a fan F, which had an air capacity of 500 cfm (stp). Hot exhaust gases from the sintering chamber were cleaned in the dustcatcher G before entering the exhaust fan. In the study of partially sintered beds, it was essential to find some technique for removing the entire charge from the sintering pot without disarranging the unsintered bottom portion. This problem was finally solved by sintering the charge in a removable basket, which snugly fitted the sintering chamber. This basket was constructed of two thicknesses of window screen and was lined with a 3/16-in. layer of asbestos paper. The bottom of the basket consisted of two thicknesses of wire screen, which were fastened to the basket wall. For high fuel mixtures, additional insulation was provided by a somewhat thicker layer of asbestos cement. Preparation of Partially Sintered Mixtures The moist feed was carefully placed in the sintering basket, to prevent segregation of the particles, which varied widely in size and composition. A thermocouple was placed in the center of the basket with the hot junction halfway down, and the mixture was evenly distributed around it. During ignition and throughout the sintering of the upper half of the bed, the hot junction temperature increased very little. When the sintering zone reached the halfway point, as indicated by the sudden increase in the hot junction temperature, the charge was quenched. During quenching the suction was turned off and the orifice was tightly stoppered to prevent further influx of air. At the same time, nitrogen was admitted to the sintering chamber through the orifice tap. As soon as the nitrogen had displaced the air and products of combustion, the charge was removed from the sintering pot for immediate dissection. It is impossible to preserve the exact zone structure of the bed at the instant that combustion is arrested unless the downward transmission of heat is also immediately stopped. Fortunately, heat transfer is very slow in beds containing a stationary fluid, especially if the particle size is small. It follows that the minimum quantity of nitrogen should be used to displace the air and that static conditions be established as soon as possible. INTRODUCTION Summary of Factors Influencing Comminution Circuit Design The selection of an appropriate comminution circuit for a specific ore is one of the most important decisions in the design of a processing plant. The importance is related to the fact that the capital and operating costs for crushing and grinding plant generally represent, as is well known, the major portion of the plant costs. This chapter will, therefore, identify as many as possible of the factors which influence the selection of a comminution circuit. The number of factors which will have to be considered for any comminution project will depend, among other things, on the type of project. If, for example, the project is an entirely new mining development, then most, if not all, the factors identified will have to be analyzed. If the project is an expansion of a developed mining operation or if the new orebody is adjacent to a viable operation, then the existing operation will influence the choice of factors or design constraints which need to be considered. The existing infrastructure or supporting systems may be quite adequate to accommodate the requirements of any expansion or new development. Hence, those factors may not have to be considered. To cover, however, the widest spectrum of projects, the factors which have been identified in this chapter are those which will have to be considered for the most complex of projects, that of developing an entirely new mining operation. The range of factors is as broad as the range of different ore types. Thus, each development must be treated with individualized care. The most important step in the development is the analysis and understanding of the ore characteristics. The hardness of the ore, its abrasiveness, friability, moisture content, grade, mineralization including gangue mineralization, liberation size, chemistry, and other characteristics should be the first to be analyzed in the investigation. The next should be the determination of factors such as plant size, throughput, location, climate, accessibility, and availability of water. In the oil-refining industry, steel comprises by far the greatest proportion of the materials used in construction work, but with an enormous number of alloy steels and nonferrous alloys available, and a greater knowledge of their properties and corrosion resistance, a substitution first in the "hot spots" and then in locations of moderately severe corrosive conditions will be made as the greater expense can be justified. In new construction work, advantage is taken of the experience already gained and appropriate materials used, whether for high temperatures and pressures demanding additional strength or for corrosive conditions. The locations, however, where equipment in operation constantly requires replacement will soon become evident, as will the necessity for replacement in more resistant materials, if considerable down-time is to be avoided. In what direction and how far to go in the matter of alloys then becomes a question of the highest importance. Obviously, any replacement with more costly material must be justified economically by the promise of longer life, thereby saving both material and installation costs besides the reduction of loss of production. Where the equipment is overcapacity and a regular schedule of cleaning periods is in force, the last item frequently must be ruled out and justification made on the basis of the first two only. Installation of material that will outlast the remainder of the equipment and have no recovery value must also be avoided; this is particularly important in temporary construction or in old equipment that will soon become obsolete. Test Methods Either one of two methods or a combination of both, in the absence of reliable data in similar services, may be adopted to determine to what extent replacement with other, and perhaps more expensive, materials is justified. A unit may be constructed incorporating different metals or alloys so that comparative service may be obtained under the same service conditions; this has been applied in many instances, such as condenser and tank construction, but the opportunities for inspection may be few and

This work was first undertaken in the metallurgical laboratory of the Massachusetts Institute of Technology in 1907 by L. A. Dickinson, E. Phelps, and V. S. Rood, under the author's direction. They attempted to determine the diagram for the system Cu2S-MiS, but several inexplicable results were obtained. The following year, P. H. Mayer with Mr. Dickinson carried on some experiments with nickel sulphide and found that the molten material slowly lost sulphur until it reached a composition corresponding to the compound Ni3S2, established by Bornemann.l At this point the composition remained stable. The freezing points of the mixtures gradually fell off with the loss of sulphur. Since the above facts seemed to explain the erratic results obtained in the first experiments, Mr. Mayer with F. Jaeger attempted in 1910 to establish a correct equilibrium diagram for the Cu2S-Ni3S2 series. They prepared pure Cu2S and Ni3S2 and determined the cooling curves for various mixtures. The fusions were made in a platinum resistance furnace and the temperatures were measured with a platinum-iridium thermocouple connected with a Sullivan galvanometer. The curve was established for mixtures containing more than 40 per cent. Cu2S, but they were unable to determine certainly the direction of the curve beyond that point. Nothing further was attempted with this series until the present year, when the work was carried to a successful conclusion with the assistance of A. Butts, Jr., and E. H. Weil. The results of this work are given in the following pages. Preparation of Cu2S.—A piece of cathode' copper from the Buffalo plant of the Calumet & Hecla Co. was cut into shavings by a shaper and converted into sulphide by heating in boiling sulphur. A porcelain casserole was used for the purpose, the heat being furnished by a Bunsen burner. It was found that after boiling in the sulphur for an hour the copper shavings were completely converted into sulphide. MINERALS used primarily for personal adornment and decorative purposes are called precious stones. To be so prized, the stones must possess beauty of color, must not be too common, and must be hard enough to withstand ordinary wear. If transparent, they must have brilliancy and fire. Almost one hundred minerals have been used as precious stones, the noble gems being the diamond, emerald, ruby, and sapphire; pearls are frequently included by courtesy. These gem stones, however, are sometimes equaled in beauty by fine opals, aquamarines, ourmalines, spinels, chrysoberyls (both cat's-eye and alexandrite), and spodumenes (hiddenite and kunzite). The Greeks, Romans, and medieval Europeans grouped together gem stones according to color and degree of transparency, and only as the niceties of mineralogy began to be known, about a century ago, was it realized how many different minerals have the beauty required of gem stones. Pliny, for example, did not distinguish between rubies and the red varieties of spinel and garnet, although he conjectured that the beryl and emerald were one mineral. GENERAL SURVEY Early man treasured bright colored berries, attractive shells, white teeth of wild animals and brightly colored pebbles, and used them as personal ornaments. In the eastern hemisphere, the earliest stones used were members of the quartz family (100,000 to 75,000 B.C.); then obsidian and amber (50,000 to 25,000 B.C.); the jade minerals, fluorspar and jet (22,000 to 7000 B.C.); turquoise (7000 to 3400 B.C.); lapis lazuli and garnet (prior to 3500 B.C.) ; emerald (2000 to 1800 B.C.) ; sapphire, ruby and diamond (800 to 500 B.C.). Indeed, gem mining is the oldest form of mining, and before any metals were known primitive man recognized about 18 gems and decorative stones. At first he sought them in stream gravels and residual deposits but by 3400 B.C. the turquoise mines of the Sinai Peninsula were operated. THE Columbia Steel Corporation, organized in 1922, and taken over by the United States Steel Corporation on Feb. l, 1930, is operating one blast furnace at Ironton, Utah, which was started on April 30, 1924, and is producing approximately 14,000 tons of pig iron per month. Half of the pig iron produced is basic iron and is used in its own plants at Pittsburg and Torrance, Cal. The ore for the blast furnace is shipped from Desert Mound, Utah, near Cedar City, in the southern part of the' State, approximately 231 miles from Iroaton. The ore is a hematite, disseminated with magnetite, the chemical analysis showing approximately 12 to 20 per cent magnetite, and under the micro- scope the ore has the appearance of a magnetite.

Lake Dufault Mines, Limited, is located ten miles north of Noranda, Quebec, Canada. Following discovery of a copper-zinc orebody late in 1961, metallurgical investigations of diamond drill core were conducted by Lakefield Research Limited during 1962 and 1963. These were followed by pilot-plant tests in May and June of 1964, utilizing underground development ore. Milling operations commenced on August 16, 1964, and reached rated capacity of 1300 tpd by October 1, 1964. Since that time, tonnage was gradually increased to a maximum of 1400 tpd and since January 1, 1968, gradually decreased to the present rate of 1100 tpd due to an increase in the hardness of the ore. The ore milled from start-up until January 1968, was mainly massive sulfides, consisting of a complex mixture of iron, Copper, zinc, and minor amounts of lead sulfides with important associated values in gold, silver and cadmium (average specific gravity of 3-8). From January 1968 until the present, the ore being processed is described geologically as a boxwork of sulfide stringers of chalcopyrite, pyrite, and pyrrhotite with some local dissemination in siliceous rhyolite (average specific gravity 2.9) supplemented by the massive copper-zinc ore. AT the Park Utah Mine, labor costs of stoping A have been reduced from 30 to 40 per cent. by the use of double-drum hoists and scrapers. The application of scrapers varies with the methods of timbering. In stopes, which must be timbered with square-sets or stringer sets, one method is used; another is used in wide orebodies that can be held open until filling is introduced; and still another in narrow flat veins. Nearly all the oreshoots at the Park Utah lie at less than 50" from the horizontal, and most of the ore is difficult to handle through flat chutes. Proper care is probably the most important requisite for successful scraping, as serviceable equipment can be obtained from several manufacturers. One capable mechanic, therefore, was put in charge of the scraper hoists. He visits every stope daily, oiling hoists and tail1 blocks, inspects all equipment, splices cables and changes "set-ups" when necessary; his pay has been a good investment. The Park Utah now has in use ten double-drum Turbinair hoists, and one Sullivan double-drum a. c. hoist of the same capacity and outside design as the air hoists. The electric hoist is slower than the air hoists and does not pass large boulders easily; it is, however, a very effective machine. The air hoists are fast, powerful and

The low solubility of bismuth in copper and its segregation at copper grain boundaries with resulting embrittlement is well known.1-3 The heterogeneous diffusion of liquid bismuth into polycrystalline copper has also been studied.4 This work presents some further observations on these phenomena using high-resolution auto radiography to detect the presence of bismuth in copper polycrystalline and bicrystal specimens. The auto radiographs were made by the stripping film technique which produces an autoradiograph that is intact with specimen surface and can be examined simultaneously with the under-lying microstructure. The details of the technique have been described previously.3 In one series of experiments, high-purity copper was alloyed with 0.02 to 0.03 wt pct radioactive bismuth obtained from the Oak Ridge National Laboratory. Microscopic observations during creep tests were made on AI-20 pet Zn, 80 pet Ni-20 pet Cr, and 25 and 3S aluminum specimens. All these materials failed in an inter-crystalline manner under certain stress and temperature conditions. Particular atten-tion was given to the initiation and propagation of intercrystalline cracks in coarsegrained AI-20 pct Zn specimens. The geometry of the grains and grain boundaries in these specimens was known before the tests. On the basis of the observations and a knowledge of the interaction between grains and grain boundaries, a mechanism of intercrystalline fracture and propagation of the fracture has been proposed. METAL, and alloy fracture occurs essentially in two ways: transcrystalline and intemrystalline. In the past most of the work done in this field was centered on the determination of stress criteria for fracture. The specimens used for these studies were tested under varying conditions of stress state, temperature, and strain rate. Unfortunately, very little attention was given to the initiation and propagation of the fracture, whereas the nature of fracture was examined closely only after failure. Several extensive reviews of these studies have been published by Orowan, Smith, Barrett, and Petch.1, 4 It is well known that a material which exhibits a ductile and transcrystalline fracture can be made to exhibit a brittle and intercrystalline fracture by modifying its composition and by heat treatment. This modification may or may not result in microscopically observable precipitation in the grain boundaries." In the creep of any one alloy the transition of transcrystalline to intercrystalline fracture is a function of stress, strain rate, and temperature." The tendency for intercrystalline fracture to occur increases as the strain rate decreases and the testing temperature increases. Extensive work on high purity aluminum (99.995 pet) under creep conditions showed the importance of the interaction between grains and grain boundaries, and the different responses of grain and grain boundaries to the variables: stress, strain rate, and temperature.7, 8 It was also shown that grain boundary deformation necessarily has to be accommodated in the grains by various deformation means as. for example, fold formation. The type of fracture resulting from the creep of high purity aluminum was invariably found to be transcrystalline. On the other hand, 2S and 3s aluminum were, under certain conditions, found to fracture in an intercrystalline manner." One reason given for this was that the grains could accommodate to a lesser extent the deformation of the grain boundaries.19 It was decided to examine this line of reasoning in greater detail and to investigate the particular interactions between grains and grain boundaries that result in the incidence and progression of inter-ct,ystalline fracture. It is also the purpose of this paper to show where and how intercrystalline cracks start and how they propagate to result in fracture. Several alloys—Al-20 pct Zn, 80 pet Ni-20 pet Cr, 2S and 3s aluminum-— were used for this study, but attention was paid mainly to the behavior of an A1-20 pet Zn alloy, since its general creep behavior has been established." From the results of this study a mechanism of intercrystalline fracture is proposed. Experimental Procedure The experimental procedure was similar to that used in previous work and has been detailed elsewhere.' Two parallel flat surfaces were milled from an originally round specimen, giving a gage portion which was 1x0.09X0.17 in. Some round specimens, 1/4 in. round by 1 in., were also tested. The A1-20 pet Zn specimens. which were annealed at 1030°F for 24 hr, showed two to four grains across the width of the test bar, and most of the grains occupied the whole thickness of the specimenu. BY surface treatment of coal is meant the application of a material, either solid or liquid, to the surface of pieces of coal. The purposes of surface treatment are varied. They may be to identify or "trade-mark" the coal, to modify the burning characteristics, the coking tendencies, or the behavior of the ash, to prevent the freezing of wet coal, or to control the dust. The control of dust is the usual purpose of surface treatment. TRADE-MARKING COAL The application of color to the surface of coal for the purpose of identification and registration of the trade-mark has been practiced to some extent. In 1928, the Glen Alden Coal Co. began to color its coal and adopted the trade-mark, "Blue Coal." The Old Ben Coal Co. later followed a similar practice with "Green Coal." A commoner means of identification of coal has been the stenciling of designs or pasting labels on large lumps or in the distribution of small cardboard tags through the smaller sizes. The details of the method used to color coal have not been revealed. Usually all of the coal is not treated, because of the expense. Only enough pieces are colored to show clearly when distributed through the coal.

With solvent extraction now being accepted as a major method for recovering copper from leach liquors, the authors' company decided that in tankhouse design full advantage was not being taken of the benefits available from sol- vent extraction produced electrolytes. Consequently, a major development program was undertaken to examine means of operating such tankhouses with current densities in excess of current electrowinning practice. Techniques investigated included high circulation of liquors, current reversal and the application of ultrasonics. At the same time there was a necessity for improving the quality of cathodes produced from electrolytes of high free acid content. The application of anodes which are capable of reducing or eliminating the lead content of cathodes is described in the paper. The other problem area in eletrowinning from solvent extraction produced electrolytes is the production of a higher degree of acid mist. Techniques for alleviating this problem are described bearing in mind their possible effects on the solvent extraction section of the plant.

This paper describes an approximate technique for handling the problem of percolation of evolved gas upwards through the oil column in computer simulation of natural depletion. This technique has been incorporated into a general model for simulating three-phase flow in one, two or three dimensions. The mathematical model for perfonning these calculations is described in detail in a separate article. 1 While vertical gas percolation occurs during natural depletion in a reservoir of any configuration, it is especially pronounced in the pinnacle reel or bioherm. The reel may have an areal extent less than one section with a thickness of up to 800 It. The upward percolation of evolved gas often limits the time step in calculations as little as one day. Using this small time step, computer expense for a single 30- to 40-year simulation on even a one-dimensional basis has exceeded 92,000. The method described here for handling the percolation allows time steps of 60 days or more (depending on reservoir size and production rate), resulting in a considerable reduction in computing expense. The method also allows calculations in which secondary gas caps build up in tight zones of the oil column below the main gas cap. The validity of the method is indicated in connection with an example pinnacle reef field. Calculated results using a 2-day time step (where the method in question is not needed and not invoked) are compared with results using the method and a 60-day time step. The comparison shows good agreement. Results from one- and two-dimensional simulations of the reef are presented along with the corresponding computing times on the CDC 6600 computer. A three-dimensional simulation was also performed and the required computing time is given. INTRODUCTION A general analysis for simulating three-dimensional, three-phase flow in reservoirs has been developed. 1 In applying this model to reservoirs undergoing natural depletion, a time-step restriction was encountered due to the flow of evolved gas upwards through the oil column and toward the gas cap. A remedy for this problem has been incorporated in the analysis and is described here. The time-step restriction is encountered only in calculations which include flow in the vertical or near vertical direction. The restriction occurs to some extent in reservoirs of any geometrical configuration, but it is especially pronounced in the pinnacle reef or bioherm where the ratio of thickness to areal extent is unusually large. This paper describes the problem, a method of handling it, incorporation of the method in the three-dimensional, three-phase model, and, finally, a test of the method's validity in an application to an example pinnacle reef reservoir. THE PROBLEM During the early stages of reservoir depletion, pressure falls below bubble point in progressively lower regions of the oil column. Continuing production results in evolution of dissoived gas throughout the oil column. This gas then percolates upwards toward the top of the reservoir. If the gas encounters a sufficiently low permeability zone in its travel upward, then it can accumulate and form a secondary gas cap. If no zones are encountered which are tight enough to hold gas against the gravity forces, then the gas travels on until it reaches the top of the sand or the main gas cap. Numerical simulation of multiphase flow in reservoirs is generally performed with time steps such that the flow of a fluid into or out of a block in one time step is a fraction (considerably less than one) of the total amount of that fluid present in the block. DURING the last several years many papers have appeared dealing with the structure of highly polished metal surfaces. The awakening of interest in this subject is due to the applicability of the electron diffrac-tion technique to the study of surfaces. The original theory of Beilby1 considered the surface of polished metals as of the nature of a super-cooled liquid or a vitreous, amorphous solid. The electron diffraction effects from polished metals have been interpreted by many to be a direct experimental proof of the correctness of the Beilby theory. This inter-pretation has been strongly opposed by others, so that at the present time the subject is in an uncertain and controversial state. In the present paper new, and hitherto unpublished, electron diffrac-tion effects from polished zinc are described. These observations indicate that the polished surface of zinc is crystalline.

THE copper-bearing rocks of Lake Superior are composed of a series of metamorphic rocks, comprised under the names of amygdaloid and conglomerate, in which the copper and silver found with them are pseudomorphs. These rocks, generally, have well-defined walls which cause them to separate easily. Generally, the country rock is sterile, but it occasionally rises into the copper-bearing rock, and then carries copper. Usually, the amygdaloids carry copper, and the greenstones or melaphyres which encase them do not. There is a very generally received opinion that the copper in these beds occurs in shoots. This does not appear to be proved, though the opinion seems to have some foundation from the experience of the Calumet & Hecla Mine, where a body of poor rock has been left, which, on the mine map, shows a general direction. The theory may be true of that individual mine, but too little work has been done in the other mines to draw any decided conclusion. The copper is very unequally disseminated in the rock, if any given piece be taken as an example, but, if the whole copper-bearing series be considered, its distribution is uniform. It may prove that there are certain directions in which the copper has been deposited more abundantly than in others, and these may be found to correspond with certain geological causes, but up to the present time the knowledge gained is not sufficient to warrant any general conclusion. These rocks are supplemented by a series of true fissure veins, of which there are several systems, making the amount of native copper very large. Unfortunately, except in the fissure veins, known as "mass-mines," the copper is so scattered through the rock, and is in such a fine state of division, that, although it is not always difficult to mine, it is always difficult to dress it sufficiently too make it pay. The metal is so uniformly distributed through these copper-bearing rocks that detached pieces, called " float," are found in digging on almost any land in the country. THE interest of the Federal Government in improvement of water-ways dates from 1820, when Congress appropriated $5000 for making a survey of the Mississippi and Ohio Rivers and assigned this work to the Corps of Engineers of the Army. Since that time the Government has gradually assumed increasing jurisdiction in the matter of improvement and control of inland waterways until, by the River and Harbor Act of Jan. 21, 1927, Congress assigned to the Secretary of War and to the Chief of Engineers the duty of making surveys, in accordance with House Document No. 308, 69th Congress, to formulate plans for the most effective improvement of the navigable streams of the United States and their tributaries, for navigation, development of water power, control of floods, and the needs of irrigation. Virtually all the preliminary investi-gations and surveys required by this act have been completed. The reports made to Congress have been published and often are referred to as "308 Reports." The map shown in Fig. 1 is merely a skeleton distribution of the projects covered by these reports, but it serves to indicate the magnitude of the proposed undertaking. In many instances, a single character on the map stands for a major development involving several dams and reservoirs or many miles of canals or levees. The devastating floods of 1936, and the need for worthy public works to take up the slack in employment, gave further impetus to this program and in 1936 led to the enactment of a bill authorizing a large number of these projects.
