WE got our chance to talk with Arthur J. Blair at the Annual Meeting at the Pennsylvania Hotel. By two o'clock Wednesday afternoon things had quieted down enough so we had our interview in the foyer to the Ball Room. There were the usual questions. Where were you born? In La Salle County, Ill., on March 26, 1885. Where did you go to school? Northwestern University, B.S. degree in 1906. Where did you start work? For E. J. Longyear right after leaving school. One's ability as a geologist was measured by one's ability to wield a brush hook and ax. He stayed on the job as geologist for three years and then got to thinking about the advantages of a warmer climate. The advantages stacked up favorably, so off he went to Birmingham, Ala., just about the time U.S. Steel took over the Tennessee Coal, Iron and Railroad Co.

James Smolik (Kennecott Copper Corp., Salt Lake City, Utah) - Professors Peck and Wads-worth have made an interesting contribution to the study of fluoride activation of beryl. We have a few comments to make regarding the paper and a question to ask of the authors. We note that glass containers were used in the study. Hydrofluoric acid should react with glass to produce SiFg2 in quantity which could adsorb onto the beryl surface (onto either beryllium or aluminum sites). For iron ore sinters to be good blast furnace burden, they need to possess certain basic properties such as cold mechanical strength, reducibility, etc. Relations between such basic parameters and sintering parameters (composition of the mix, fuel consumption, operating conditions of the sintering plant, etc.) are not always well understood. For example, one cannot explain the differences in quality noticed for sinters having the same chemical composition. In this paper a new approach is proposed for the characterization of iron ore sinters by a quantitative description of their morphology. The Texture Analyzer LEITZ T.A.S. is used for this purpose and such morphological parameters as sizes of microstructures and the size distribution of phases are measured on samples of sinters. The results indicate that these measurements can be correlated with the sinter quality.

THE discovery of oil on the Goleta anticline has extended the petroliferous areas of California 18 miles west of the previous limit at Summerland and 35 miles south of the fields at Santa Maria. In each of these localities the oil is found in the Miocene-Pliocene strata, but as the oil at Goleta is found in the Sespe formation, which is generally considered as Oligocene or lowermost Miocene, the Goleta field extends the production of that horizon 52 miles west of South Mountain, the previous western outpost. Two horizons of high-gravity, paraffin-base oil have been found at shallow depths, and the exploratory well, Goleta No. 1, is now being drilled to test the productivity of an expected horizon in the Meganos formation. The Goleta structure is 12 miles west of the city of Santa Barbara and 2 miles north of the coast. Although it is within part of the old Spanish Rancho, Los Pueblos, it corresponds to T. 4 N., R. 29 W., S. B. B. and M., Santa Barbara county, California. The discovery well, Goleta No. 1 was drilled by the Miley Petroleum Ex-ploration Co. on the Tecolote ranch in the part of the Spanish grant corresponding to the sw. 1/4 of the nw. 1/4 of Section 3. Despite the apparent isolated position of the Goleta field, it is within the Ventura basin. The idea that the Ventura basin terminates at the ocean beach near the city of Ventura is neither sup-ported by the geologic structures nor the sequence of strata west of that city. This basin at the present time is known on the land as the Santa Clara valley and beneath the sea as the Santa Barbara channel. It extends westward to Point Concepcion. The Ventura basin, before the Miocene and Pliocene epochs of deformation, was much broader than at the present time. It is bounded by two lines of uplift, the Santa Ynez range on the north and the Santa Monica mountains with their extension, the Channel islands, on the south. Both of these ranges trend east and west. The Ventura basin and the mountains that bound it are part of a remark-able east-west orogenic unit, which interrupts the pre-vailingly northwest ranges along the Pacific Coast.

WHILE the mind of the financier does not normally run along channels similar to those of his technical adviser, engineers, because of their exactness, are ever more called upon to manage affairs where financial matters are involved. It is, true, not a relatively large number have thus far functioned in this capacity. It is also true that the essentially financial mind could not serve in a responsible engineering position; for to be a successful engineer one requires precise thinking, making due allowance for factors of safety. To be a financier seems to require less aptitude for exact thinking than of enthusiasm and confidence in capitalizing prospective possibilities. Both require imagination, the engineer being, more conscious of the limitations of natural conditions. It is to be regretted that the engineer' stands so far aloof from financial matters. Many consider them- selves successful, as did Steinmetz, as long as their reward is the consciousness that they are giving supreme service to mankind. They are 'generally happy in their work and, like our honored brothers who are teachers, gain their greatest satisfaction, not in the amount of their remuneration so much as in the service rendered society and in the excellence of results achieved. Indeed, these sentiments bespeak character and command respect.

IT is no great exaggeration to say that present grinding practice and economics are largely determined by lining design. A record of outstanding liner wear can be achieved with any liner surface pattern that will positively lock the outer layer or layers of grinding media. With no slippage, lining wear is bound to be slight. At the same time, popular practice calls for tumbling loads of about 50 pct of mill volume to obtain maximum grinding capacity. Innumerable parallel grinding investigations have verified that optimum speed for such a mill lies within 70 to 85 pct of theoretical critical speed. If the mill is speeded up to 100 pct of critical, little or no grinding can be accomplished. Earlier Work on Supercritical Grinding: First investigations concerning grinding at supercritical speeds seem to be very old. Remarkable work on the subject has been performed by White,&apos; and his experiments have been described and summarized by Richards.&apos; White&apos;s contributions seem to have passed unnoticed by Fahrenwald,2,3 whose extensive experiments have been well presented, yet apparently very little appreciated. Additional work on grinding at supercritical speed has been reported, e.g., by Lewenson and Tscherny,&apos; USSR; Anselm and Grunder,&apos;, Germany: and Rose and Evans." Great Britain. Subcritical and Supercritical Speeds: In the formula of the critical speed given in the textbooks of mineral dressing, no factor indicating the coefficient of friction is generally included. If this factor = 1.0, which is equivalent to grinding conditions in a mill provided with heavily ribbed lining, the formula of the critical speed holds as such and grinding is possible at subcritical speeds only. In a mill equipped with a smooth or relatively smooth lining, the numerical value of the friction factor in the denominator of the formula becomes <1.0, indicating that grinding at supercritical speeds should be possible in such mills. It has been recently shown by the author&apos; that a wide supercritical speed range will become available for grinding—and especially for fine grinding—if the basic conditions within the mill have been selected properly. Mathematical analysis of mill dynamics at supercritical speeds&apos; has indicated that the mill speed may be increased if: 1) total mass of grinding medium decreases, 2) mass of the individual grinding piece increases, and 3) the coefficient of friction between the outer layer of medium and the mill lining decreases. It is obvious that the mass of the individual grinding piece will be affected by its shape and by its specific gravity. The coefficient of friction decreases with: 1) increasing smoothness of liner surface, 2) increasing roundness of the grinding piece, 3) increasing fineness of material to be ground, 4) decreasing pulp density, and 5) decreasing hardness (abrasiveness) of the mineral to be ground. In a mill equipped with heavily ribbed lining, practically no size reduction will take place between the lining and the outer layer of tumbling medium, because slippage is prevented. In the overwhelming majority of today&apos;s mills the grinding accomplished is by virtue of cataracting and/or cascading media with some action within the tumbling charge. Sub-critical speeds only can be applied. In grate-type or peripheral discharge mills equipped with a smooth lining a tumbling load of any kind of common medium occupying about 50 pct of mill volume will behave in such a way that practically no slippage will take place. This has been verified in experiments run by the author in the laboratory and in pilot plant mills&apos; equipped with smooth lining. Again, the operation is limited to the subcritical range. In a mill with a smooth lining, grinding will be possible either at subcritical speeds or within a wide supercritical speed range as soon as the basic requirements for a desired speed are fulfilled. In a mill operated at supercritical speed, any point on the liner surface proceeds at a speed greater than that indicated by the formula of the critical speed, while any grinding piece situated in the outer layer of the medium against the lining proceeds in the same direction at a speed less than that indicated by the critical speed. This speed difference produces a very effective attrition grinding zone between the liner surface and the outer layer of the medium. The share of attrition grinding of the total grinding accomplished increases rapidly with increasing speed in the supercritical speed range. The smooth surface of the mill lining may be well illustrated by the surface of a bucking board. The outer ball layer may be similarly represented by the lower surface of a muller. If the bucking board, the material to be ground, and the muller all proceed in the same direction at the same speed, no grinding will result. This is the general situation in the mills of today. If, however, the muller is pulled with respect to the board, moving or stationary, grinding will be accomplished effectively. Although grinding in today&apos;s mills is primarily the result of cataracting and/or cascading media, the principal place of grinding at high supercritical speeds will be the attrition zone.&apos; In the mineral dressing laboratory of the State Institute for Technical Research. Lewis E. Young, who will formally assume his duties as President of the AIME at the Annual Meeting in San Francisco in February 1949, was born in Topeka, Kansas, Oct. 1, 1878. Dr. Young received his engineering education at the Pennsylvania State College, where he received the degree of B.S. in Mining Engineering in 1900. In 1904 he received his E.M. degree from Iowa State College, and in 1915 a Ph.D. from the University of Illinois. In 1947, the University of Missouri conferred on Dr. Young honoris causa the degree of Doctor of Engineering. His active career began in the educational field as instructor at Iowa State College, and following that, as professor of mining at the Colorado School of Mines, 1903-1907. While he was at Golden he launched hi: career as consulting mining engineer for various Western companies. Leaving the Colorado School of Mines, Dr. Young returned to Missouri, serving the University of Missouri as director of the School of Mines and Metallurgy at Rolla, 1907-1914. Leaving Missouri he went to the University of Illinois as assistant professor of business organization, 1915-1918, during which period he wrote exhaustive treatises on mine subsidence and mine taxation, which won for him the degree of Ph.D. before mentioned.

Introduction This paper is a general description of current central Florida phosphate mining, beneficiation, and product transportation. It is directed and believed to be of interest to engineers not familiar with this industry. Deposit: The phosphate deposits of central Florida are generally located in a five county area which includes Polk, Hillsborough, Hardee, Manatee, and DeSota counties. Geologically, the deposit is of marine origin and is identified as the Bone Valley formation. This formation is Pliocene to Recent in geological age and overlies a Miocene limestone formation known as the Hawthorn. The Bone Valley formation sediments are regionally characterized by equal proportions of apatite, quartz, and clay. The clay is predominantly of the mont-morillonite family. On a local scale, however, the proportions of these three major constituents vary considerably. The phosphate occurs as the apatite mineral (Ca 10F2(PO4)(6) and with the clay and sand, the minable ore is commonly referred to as matrix. This matrix is overlain by unconsolidated overburden of sand and sandy clays, ranging in depth from 10 to 45 ft. The matrix usually occurs in fairly horizontal continuous beds from 3 to 25 ft in thickness. The bedded limestone formation lies directly below the matrix and is generally well defined. The phosphate particles range from 3/4 in. to 200 mesh (Tyler) in size. The phosphate particles coarser than 14 mesh are called pebble phosphate and those less than 14 mesh are termed flotation feed which, when beneficiated, subsequently become concentrates. Through mining and beneficiation, phosphate quality is measured in BPL percent which stands for bone phosphate of lime units. In subsequent chemical manufacturing, the quality is indicated by P205 content. The deposit is economically characterized by various ratios such as tons of product per acre and cubic yards handled per ton of product. Magnesium, iron, and aluminum content are also considered in evaluating ore reserves. These elements are often critical to the chemical fertilizer processes. Presently, an ore body is considered economically minable if it meets the criteria shown in [Table 1]. These, of course, are general guidelines and specific costs and returns on investment must be considered in each case for acquiring reserves. On a new grass-root venture, a 20-30 year life is generally expected with a mineral recovery of 80%. History and Uses Phosphate mining in central Florida began around the turn of the century. However, in the early days, only pebble phosphate was produced until about 1930 when technology was available to beneficiate the -14 + 150 mesh particles. The -150 or -200 mesh material was discarded as it is today. The basic processes for beneficiation are washing, scrubbing, desliming, sizing, and flotation. These basic unit processes are essentially the same today although many improvements have been developed since the early days. Phosphate is used primarily in the production of high analysis fertilizer chemicals, typical of which are triple superphosphate, monoammonium phosphate (MAP), and diammonium phosphate (DAP). Phosphate is also used in the production of food preservatives, dyes for cloths, vitamin and mineral capsules, steel hardeners, gasoline and oil additives, toothpaste, shaving creams and soaps, bone china dishes, plastics, optical glass, photographic films, light filaments, water softeners, insecticides, soft drinks, road fill, and livestock feed supplements. Florida produces over 80% of the nation&apos;s marketable phosphate rock and one-third of the world production, according to the US Bureau of Mines. This amounted to approximately 35 million tons in 1975. Exports of Florida phosphate rock were to such countries as Canada, Japan, West Germany, Italy, and India, with Canada and Japan being the major users. Almost 95 o of all outbound cargo shipped through the port of Tampa is phosphate rock or related products. Beneficiation Following is a description of Agrico&apos;s new Fort Green beneficiation plant which is typical of the newer large capacity plants being built in the field. Agrico&apos;s Fort Green mine was completed in 1975 and is located in the southwest corner of Polk County and is directly adjacent to Manatee, Hillsborough, and Hardee Counties. With some minor differences, Fort Green is typical of a modern central Florida plant. The rated capacity is 3,000,000 plus tons of product per year and this varies according to the richness of the ore being handled. A simplified flowsheet is presented in [Figs.1 and 2]. This plant is served by three draglines of the 40-cu-yd class. The phosphate beneficiation is usually divided into three major functional steps: (1) washing and screening to produce a pebble product and flotation feed, (2) feed preparation and (3) flotation to produce concentrates. The typical plant is similarly divided into these three functional areas. Washer: Briefly, the slurried matrix is pumped from two draglines simultaneously at a combined rate of about 20,000 gpm at 2000 tph (solids) to rotary trommel screens sized to make a 7/8-in. separation. ([See Fig. 1]-) The trommel oversize is sent to hammermills where it is crushed and returned to the trommel screens, or pumped to tailings if minor impurities (Fe203, A1203, MgO) are too high. The trommel undersize is pumped to 14 mesh stationary (static) flat screens. The flat screen over¬size is subjected to three stages of 14 mesh vibrating screening and two stages of log washing in order to produce a final pebble product. The pebble product (+ 14 mesh material) is conveyed by belt conveyor to a large on-ground storage pile. Pebble product is reclaimed through a tunnel and loading system below

IN telling the story of Canada&apos;s minerals many interesting and spectacular details will be passed over to permit pointing out some of the significant inter- national aspects. No country now has enough of all minerals for its own use. The problems of satisfaction of both national and world demands under these conditions have become international in scope, and history supplies no obvious solutions. The minerals of Canada are coming to play a prominent part in such problems. Production and Reserves In the last decade Canada has rapidly advanced in mineral production. In 1928 the total value of mineral products from Canadian sources reached 273 millions of dollars. Canada ranks first in production of nickel, first in asbestos, second in cobalt, third in gold and silver, fourth in lead and copper, and sixth in zinc.

Senator Henry M. Jackson t D. Wash.) recently tossed a live grenade into the hardrock mining industry with proposed legislation to change provisions of the law governing Federally owned mineral values. Title Two of the measure would place hardrock mining agreements on a leasing basis similar to that which has applied to oil and gas since 1920. Known as the "Public Domain Lands Organic Act 01 1971" or S.921, the bill would monitor exploration by heavy machinery which ran destroy fragile ecology without any requirement for restoration or rehabilitation." Jackson said. Abandoned mining claims, lie continued, dot the public domain, "casting clouds upon the title to property which belongs to all the people.” and a minerals leasing system is "the most practical way of achieving the proper balance."

The term metamorphism as commonly used means any change in a rock in either form or composition, from whatever cause. By metasomatism, according to Lindgren, is meant a metamorphism that involves a change in the chemical composition of a rock by the addition or subtraction of substance. Certain types of metamorphism are due to the action of mineralizing solutions, and are closely connected with ore deposition; they form, therefore, valuable guides in the exploration for ore-deposits. Other types of metamorphism are due to regional processes, and are not connected with ore deposition. By dynamo-regional metamorphism is meant a primary alteration of rocks over large areas under conditions of pressure, flow- age, and heat. This process produces schists and gneisses from either sediments or igneous rocks. It is thought that there is little migration of minerals or of elements in dynamo-regional metamorphism, and that the changes are due chiefly to recrysallization and rearrangement of original minerals in bands with their major axes oriented normal to the direction of greatest pressure. Under these conditions limestones are commonly altered to marble, and sandstones to quartzite, basic igneous rocks to greenstone or serpentine, while rocks of normal or acid com- position commonly yield the usual types of schist or gneiss. Dynamo-regional metamorphism, extending over large areas, has no connection with mineralizing processes, and is, therefore, no guide to ore deposits; while this process has certain features, such as characteristic mineral associations, in common with contact metamorphism, the results of the two processes may usually be distinguished without difficulty.

The importance of having perfectly pure metals has led me to present to the lnstitute a record of some of the trials that have been made to obtain these metals, and also to show one of the largest specimens of extremely thin metal plate which has ever been made. The malleability of metals varies generally directly with their purity, and hence it is only with very pure metals that thin sheets can be obtained. The competition among different manufacturers has been so great at times as to lead to expensive and apparently useless experiments in obtaining in the first instance very thin sheets, and afterwards very large and thin sheets of metal, apparently with no other purpose than that of being able to say that they had produced the thinnest or the largest thin sheet that had ever been made. These experiments were at first confined exclusively to iron, their object being to show the great dexterity of manipulation, as well as the purity of the metal manufactured. They have since been extended to almost all metals by electrical action, and have gone far beyond the limits of what was possible with purely mechanical means. The processes which have been used are rolling or hammering, electrical deposition in a vacuum, and lastly, electrical deposition on plates, easily soluble in acids. The first and last of these methods have been known and practiced for a very long time, having been used to make thin sheets of almost all the metals. The other is of quite recent application. In the iron manufacture, the strife to produce these thin sheets was commenced in the year 1865, by the Sligo Iron Works writing to a firm in Birmingham, England, on a sheet of iron containing 270 square centimeters, and weighing only 4.469 grams. For some time this was considered to be the thinnest sheet iron that could be made. T. W. Booker & Co., of Cardiff, England, however, produced a few months afterward, a sheet of the same size, weighing only 4.015 grams. This was succeeded by one rolled by Neville and Everitt, of Llannelly, weighing only 3.174 grams. Active interest in the North Central Texas area centered in the development of the Palo Pinto limestone-producing zone, near the town of Avoca, in the northeast part of Jones County. This producing horizon was discovered in 1937, in the Iron Mountain Oil Company&apos;s well No. 1 Olander, in sec. 196, B.B.B. & C. survey, at 3238 to 3250 ft. During the development of this pool, it was generally referred to as the Avoca pool. As a second pool has been discovered in the same producing zone, also near the town of Avoca, the writer has taken the liberty of changing the name of the original Avoca pool to Avoca-Olander pool. Forty producers had been drilled in the Avoca-Olander pool by the end of 1938; their initial ranged from 28 to 300 bbl. per hour. Stimulus was given to the interest in the development of the Palo Pinto limestone when the Ungren-Frazier No. 1 Griffin, in sec. 199, B.B.B. & C. survey, Jones County, found the limestone from 3225 to 3250 ft., with an initial production of 931 bbl. per day. (This new pool has been given the name of Avoca-Griffin pool, by the writer.) The best well to be completed, up to the present time, is the Bert Fields No. 1 Taylor in sec. 199, B.B.B. & C. survey, which had an initial production of 748 bbl. in 3 hours. The Owen-Snebold No. 1 McKeever in sec. 158, B.B.B. & C. survey, in northwest Shackelford County, added to the interest in the Palo Pinto limestone when it extended the Ivy pool with a well in the Palo Pinto limestone from 3145 to 3183 ft., and was estimated good for 6,000,000 cu. ft. of gas and 6000 bbl. of oil per day. During 1938, Stonewall County obtained its first commercial producer when the Stonewall Oil Co. in No. 1 Parriott discovered the Palo Pinto limestone saturated from 5169 to 5176 ft. and tested 371 bbl. per day. Two new producing horizons were discovered about 2 miles east of the old Noddle Creek pool, Jones County; the first, the Humble Oil & Refining Co. No. 1 Irvin, in sec. 48, block 18, T. & P. R. R. Co. survey, which had saturated limestone from 2550 to 2567 ft. and was good for 100 bbl. per day; the second, in the Humble No. 1 Horton, sec. 40, which

The Owen-Snebold No. 1 McKeever in sec. 158, B.B.B. & C. survey, in northwest Shackelford County, added to the interest in the Palo Pinto limestone when it extended the Ivy pool with a well in the Palo Pinto limestone from 3145 to 3183 ft., and was estimated good for 6,000,000 cu. ft. of gas and 6000 bbl. of oil per day. During 1938, Stonewall County obtained its first commercial producer when the Stonewall Oil Co. in No. 1 Parriott discovered the Palo Pinto limestone saturated from 5169 to 5176 ft. and tested 371 bbl. per day. Two new producing horizons were discovered about 2 miles east of the old Noddle Creek pool, Jones County; the first, the Humble Oil & Refining Co. No. 1 Irvin, in sec. 48, block 18, T. & P. R. R. During the planning of the fine coal cleaning addition at the Gary, W. Va., Coal Preparation Plant of United States Steel Corp. careful consideration was directed toward the problem of minus 48 mesh refuse disposal. The plant flow sheet included wet screening the raw coal at ¼ in., pumping the minus ¼ in. raw coal to bowl desiltors for desliming, and then cleaning the deslimed raw coal on tables. The material to be removed from the circuit as minus 48 mesh refuse consisted of the minus 100 mesh desiltor overflow thickened in two 120 ft diam thickeners and minus 1 mm screened from the table refuse. Later a flotation plant was added to recover coal from the desiltor overflow, and a classifier replaced the screens to make a sharper size separation of the table refuse at 48 mesh. Today the minus 48 mesh refuse at Gary consists of thickened flotation tailing and thickened spiral classifier overflow. The transportation of large quantities of fine, wet refuse filter cake mixed with jig and table refuse over existing conveying equipment would have been neither dependable nor economical. Filtration was therefore impractical, and disposal of the fine materials was a problem. The decision was to pump the material to storage ponds.

(written discussion§).-In the second paragraph, Dr. Thwing mentions the various stages through which clay ware. must pass but he does not analyze the third stage, oxidation, suffficiently. There are two elements to dispose of in a great many, of the shales that must he burned; these elements are carbon and sulfur. Dr. Thwing speaks&apos; of the carbon, but intimates that it is safe to have a temperature of -800° C., which we find to be rather dangerous on a great tiffany shales. A GIFT of $10,000 to the endowment of Engineering Foun-dation, made by the Central Hudson Gas and Electric Corporation, has been announced. In transmitting this gift T. R. Beal, president of the corporation, made the follow-ing interesting statement: "You may be interested to know that this amount was in fact earned by our employees by their more efficient opera-tion of the physical properties under their care. It rep-resents $10,000 of return premiums paid during the past year on accident insurance, as the result of the company&apos;s excellent record in preceding years, so that we take greater satisfaction in making this gift as it is related, in some degree at least, to the higher standards of engineering and operating practice to which the work of the Foundation per-tains."
