Production of crude oil in Tennessee during 1939 was slightly more than 51,000 bbl., an increase of about 10,000 bbl. over 1938. The product,ion by counties and by fields is shown in Table 1. The increased production has rcsulted from continued activity in the Upper Cumberland district, especially in Clay County, where approximately 37,000 bbl. were marketed off the lease. This figure includes a single well in the old Tinsleys Bottom pool on the Clay-Jackson County line, although the well is in Jackson County. The "Mississippi lime" produced 10,811 bbl. in Scott and Morgan Counties, a decrease of 2568 bbl. from the 1938 production. Production during the year from some half-dozen scattered wells in eastern Clay, Pickctt, and Fentress Counties, on which there are no accurate figures, is estimated at 1000 barrels.

DURING the past fourteen months, this committee has had under consideration and study the subject of the licensing or registration of engineers. The fifteen members of the committee as appointed by Council, were selected from thirteen states, viz., Connecticut, New York, Pennsylvania, Ohio, Georgia, Louisiana, Illinois, Missouri, Iowa, Minnesota, Colorado, California and Washington, and therefore represent practically all sections* of the United States, as well as mechanical, electrical, mining, hydraulic, municipal, sanitary, railway and' structural engineering, and also colleges of engineering. The first work of the committee was to investigate the general subject and to collect, so far as possible, avail¬able material bearing upon the subject in hand,. in-' eluding opinions from many engineers as to the need or desirability of legislation, as well as copies of all state laws passed and proposed, having to do with licensing or registration of engineers, architects and surveyor, This preliminary investigation disclosed that very pronounced views were held by engineers throughout the country, both for and against state licensing or registration. The general sentiment one year ago was more opposed to such measures than it is today. The older members of the profession did not as a rule favor licensing nor did they feel there was need for state regulation of engineering practice, while among the younger men there was a feeling that licensing or registration by the states would add prestige to professional engineers and in many ways benefit -the profession, as well as individual engineers.

THE better control of production was made the topic for a special program of the annual meeting of the Institute last February. In the discussion at that meeting it was brought out that in many branches of the mineral industry (as in other industries), there was faulty industrial coordination. Those who were best informed by reason of their intimate connection with coal, copper, oil, iron, lead and zinc, and almost all other of the essential minerals pointed to a condition of chronic over-capacity, to the dissipating use of irreplaceable minerals, to an unstabilized price structure, and to over-stimulatecl production and the destruction of some mineral resources over and above what is thought to be the needs of prudent cur- rent consumption. The discussion went far enough to point out the existence of various problems, and the question then raised was "what can be done by way of self-coordination of industry?" by "production control from within?" or in other words, "how can the mineral industry protect its resources against waste and at the same time protect both the producer and consumer against loss from prices that are too low or too high?"

THE Pittsburgh coal seam in West Virginia contains the largest coal reserves of any coal seam in that State and is, therefore, one of the most important seams, and attains mineable thickness and purity throughout that part of the seam extending from the Northern Panhandle to Monon¬galia Co. thence south and southwest across the state to Wayne Co. near Huntington. The Pittsburgh coal is also mineable in the Upper Potomac region but is now practically exhausted there. The total mineable areas of this coal amount to 2,165 sq miles and are estimated, by the West Virginia Geological Survey, to contain 13% billion net tons. The largest body of Pittsburgh coal outcrops on the western edge of West Virginia, along the Ohio river as far south as Moundsville, West Va., going under the river at that point and extending at various depths down the river as far as Wetzel Co. line where it thins out to such an extent that it has little practical value, and on the eastern edge this large body outcrops along the Monongahela River. The territory to be covered by this paper is the area known as the Northern. West Virginia District comprising Wetzel, Monongalia, Marion, Preston, Harrison, Doddridge, Taylor, Barbour, Upshur, Lewis, Gilmer, Braxton and Calhoun Counties, and is also known as Dist. 3 under the Bituminous Coal Act. This region was originally opened for commercial mining along and adjacent to the Monongahela River around 1852 when the Baltimore and Ohio Railroad was constructed to Fairmont. It has been extensively developed, first, in 188o (when the Monongahela River Railroad, now B. & O. R. R., was constructed) between Fairmont and Clarksburg, and later, in 1916, between Morgantown and Fairmont when the Monongahela Railway was constructed and placed in operation, this area furnishing the major portion of the production over the past years. With the mining out of a great deal of this territory adjacent to the Monongahela River considerable interest has been developed in the back acreage; and within the past few years a number of diamond core drill holes have been made in the back areas of Monongalia and Marion Counties. In this back area the oil and gas well drilling showed that the Pittsburgh coal seam was of mineable thickness and ranged in depth from 350 to 1,000 ft below the surface of the stream valleys but this drilling did not furnish any definite data as to its thickness and quality. ECONOMIC IMPORTANCE The Pittsburgh seam in Northern West Virginia is of primary importance as a coal resource not only because of its large reserves but because of its contributing a very large part of the coal used in this country for general steam uses. THE location, mode of occurrence of ore, and preliminary tests leading to the development of the present leaching process and the building of the present plant on the property of the New Cornelia Copper Co. at Ajo, have been described in previous papers presented to the Institute and in the, discussions thereof.1 It is sufficient to say that these tests began early in July, 1912, and were continued to the close of January, 1916; that small tests at Douglas were followed by the construction of a 1-ton plant at the mine; and this was followed by the operation of a 40-ton plant for 14 mo. IN the last year, much information had become available as to the extent that zinc participated in the war effort. The importance of foreign zinc in this program had been indicated by Bateman (M&M April 1945) as of the order of 400,000 tons annually in zinc or contained zinc. Pehrson (M&M April 1945) reviewed the domestic ore-reserve situation with respect to most minerals and metals and showed the extent to which commercial zinc ores had become depleted in this country. This picture was further darkened by O.P.A. figures appearing in E.&M.J. July 1945 in which figures for total production during the three previous years were broken down into percentages produced under ceiling and various quota price categories. True, factors other than depleted ore reserves contributed to this picture. Among the more important of these, were shortage and high cost of labor, both skilled and unskilled, and the general difficulty and cost of maintaining adequate equipment and supplies. The cost of production in the Tri-State district was most affected.

T Tahawus, N. Y., National Lead Co. operates the MacIntyre development. Here the world's largest titanium mine produces 5200 long tons of ore per day and pours 8000 long tons of waste rock over its dumps. Concentrated ilmenite is sent by rail to National Lead Co. pigment plants, and a second product, magnetite, is sold to steel producers in raw form or is agglomerated and shipped as sinter. Several earlier attempts had been made to produce iron from the deposits, which have been known since 1826. These attempts failed, chiefly because of titanium impurity. In 1941 the present owners re-established the operation for production of war-scarce ilmenite, and the impurity became the main product.

Concentradora "Doña Aida" (100 t /d capacity) was built in 1971-72 to treat dumps and ores containing mixed oxide-sulfide copper-gold-silver minerals derived from two veins. The veins, Don Felipe and Maria, are about 150 m apart, but are distinctly different mineralogically. The deposits are near Sun Juan de Guadalupe, Durango, Mexico. All new process equipment was manufactured locally, in or near Torreon, Coahuilu. Sampling, ore testing, flowsheet design, plant design, drawings, purchasing, financing, and construction, etc., were planned and directed by two engineers. Construction was executed by local miners and common labor (largely agricultural). The paper presents detailed costs for equipment and construction. The subsequent breaking-in operation is discussed.

IN a study of the rate of decomposition of ½ -in. cubes of limestone, dolomitic limestone, and dolomite in a sweeping nitrogen atmosphere, Joseph, Beatty, and Bitsianesl found that the zone of calcination advanced at substantially a constant rate at a given temperature. The purpose of this paper is to show that their data indicate at least two processes occurring when the above carbonates decompose. It is suggested that there are two processes occurring temperature range and the other the limiting process over another temperature range. The data of Joseph and co-workers have been extended by use of the Arrhenius equation, Eq. 1, a relation beween the velocity constant k of a reaction and the absolute temperature T.

Montreal, April 6-7. "Resilient" and "bullish" were the terms used by R. D. Mushlitz of Asarco and K. C. Hendrick of Noranda Sales Corp. respectively, to describe the near term prospects for lead and zinc. The two men delivered their predictions at a joint meeting of the Lead Industries Association and the Zinc Institute held here. In speaking before a packed audience, Mushlitz insisted that "the lead industry is far from the sedentary one which many would have us believe, and although it may be slow and tortuous at times, . . . it is a viable and progressive industry which won't give up easily to the various pressures. . . . and, in the long run, will prevail."

Elburt F. Osborn's scholarly look doesn't prevent his keen insight into human beings and practical affairs of the world from coming through strong and clear, as it did in an exclusive interview with this reporter a half-hour after Dr. Osborn was sworn in as director of Interior's Bureau of Mines. An internationally recognized authority on geology and mineral resource development, Dr. Osborn won his Ph.D. at the California Institute of Technology. Since 1959, he has been vice president for research at Pennsylvania State University, where he originally joined the staff as professor of geochemistry in 1946 and also served for six years as dean of the College of Mineral Industries.

LITERALLY from the four corners of the earth, from Jerusalem and China, from Mysore and Uganda, as well as from geophysicists in the United States, came contributions from workers in magnetic and electrical geo-physical methods, most of them unfortunately unable to be present themselves. The most lively discussion centered on the phenomena of natural potentials in the earth, dealt with in M. B. R. Rao's paper from Mysore, and in Parke Dickey's contribution, which he presented in person. In the oil fields, the weak potentials observed in sedimentary strata traversed by bore holes have traditionally been ascribed to phenomena of electro-filtration and electro-capillarity. Research tending to refute this theory was presented by Dickey, who reported the existence of natural potentials in core samples, and between strata exposed in underground workings. This precipitated a lively discussion as to the possible role of electro-filtration, selective adsorption of ions by mineral particles, and electrolytic potentials, in the production of this phenomenon.

Discussion of the paper of John B. Dilworth, presented at the Pittsburg meeting, March, 1910, and printed in Bulletin No. 35, November, 1909, pp. 1041 to 1043. FRANK FIRMSTONE, Easton, Pa. (communication to the Secretary*) :-Mr. Dilworth's formulas and tables are of course correct, and the extinction will occur as calculated, provided the money periodically set aside for sinking-fund be really invested. and the interest compounded as assumed in the calculation. Actually, in almost all cases, such funds are used "in the business," in which case, in addition to the periodical charges for principal of the fund, additional charges must be made at the end of each period to cover the interest and compound interest on previous charges. The periodical charge for sinking-fund thus becomes a varying and continually increasing one until the date of extinction. On many accounts it seems more natural and convenient to make the extinction by a fixed periodical charge under the legal rule for partial payments, namely, that each payment should apply first to the interest due at the date of payment;: and any remainder, after this is satisfied, be deducted from the principal before the interest for the next period is calculated. The formula below is convenient for such calculations S, Principal to be extinguished. Q, Periodical payment or charge for sinking-fund.
