Abstract

The surface office’s shift change board shows 47 workers heading underground in the next hour. Before any of them descend, a safety manager works through a familiar routine with a clipboard in hand, moving down a printed roster, checking off names, and scanning a wall of safety helmets for current inspection stickers. At the same time, a crew foreman works through a binder searching for a certification card that should have been updated a month ago, while a desk spreadsheet behind them tracks personal protective equipment (PPE) assignments by serial number, last touched by hand. The new-hire onboarding process adds another layer of work. A fresh sticker is peeled and pressed onto the back of a helmet, with the number written on a paper log that will later be entered into the spreadsheet. It takes time, not because anyone is doing it wrong or slowly, but because this is simply how it has always been done. This daily routine represents where PPE management in mining still begins for some operations across North America. The administrative burden it places on safety teams compounds across every shift, crew rotation and piece of equipment that moves through the operation. For mines running multiple shifts across several active headings, with contractors rotating in and out alongside permanent crews, maintaining accurate records through manual systems alone is not just inefficient. It is a compliance liability waiting to surface.
